Dummy Ticket for Visa in Milan: Permesso Rules, Consulates and Malpensa Routes

Milan residents with a valid permesso di soggiorno need no visa for short Schengen trips. A $9 held reservation with a live PNR helps most for Canadian visas and for planning a trip home during renewal, when the Questura says the journey must not transit other Schengen countries. US and UK visas do not require one.

Milan and its hinterland are home to some of Italy's largest foreign communities: Filipino, Egyptian, Chinese, Peruvian, Sri Lankan, Bangladeshi, Pakistani, Indian and Senegalese residents, plus thousands of international students at the Politecnico, Bocconi and the Statale. When people here search for a dummy ticket, they are usually planning one of three things: a trip outside the Schengen area that needs a visa, a trip home while a permesso is being renewed, or a holiday somewhere that checks onward travel. This guide takes each in turn. DummyTicketPrice is an online service; we have no office in Milan.

Going home while your permesso is being renewed

This is the Milan question we hear most, and it is the one where routing really matters. The Questura di Milano's residence-permit page explains that a foreigner awaiting renewal may leave Italy showing the passport, the Poste Italiane receipt for the renewal application and the original expired permit, with the exit stamped on both passport and receipt. Then comes the condition that trips people up: "il viaggio non dovrà prevedere il transito in altri paesi Schengen".[2] In plain English, the journey must not pass through another Schengen country.

The page was last updated some years ago, so confirm the current position with the Questura before you travel. But if that condition still holds, a Filipino carer flying Malpensa–Frankfurt–Manila on a renewal receipt is taking a risk that a Malpensa–Dubai–Manila routing avoids. The Gulf hub is outside Schengen; Frankfurt, Paris, Amsterdam and Zurich are not.

A reservation helps here in one practical way: you can see the routing on paper, check it with the Questura or your patronato, and only then buy the ticket. We would not tell you that a reservation itself gets you through the border; the receipt, passport and old permit do that work.

Visiting Paris or Munich from Milan

If your permesso di soggiorno is valid, a weekend in Paris or a week in Munich needs no visa. EU guidance treats a valid residence permit from a Schengen country as enough for travel within the area, with no further checks at internal borders once you are inside.[1] So there is no consulate to apply to and nothing for us to sell you. Keep the permit and passport on you; spot checks on trains and at airports still happen.

Visas Milan residents apply for, and what each says about flights

The need for a reservation comes with destinations outside Schengen. Here is how the main ones treat flights.

US visas: the Milan consulate's district

If you live in Lombardy, you interview in Milan, not Rome. The consulate's visa district covers Valle d'Aosta, Piedmont, Lombardy, Veneto, Trentino-Alto Adige, Friuli-Venezia Giulia, Liguria and the provinces of Piacenza and Parma in Emilia-Romagna.[3] Appointments are booked online, not by phone or at the door.

Flights are not part of the requirement. Official US guidance on visitor visas puts ticket purchases after approval, not before.[4] If you want to show a planned trip, a reservation is harmless as long as you call it that. A clear account of your job, family and permesso status in Italy does far more.

Canada: the trip to Rome

Canada's visa centre in Italy is in Rome, at Via Properzio 5, and it handles visitor visas, study and work permits.[7] From Milan that means a day out for biometrics. Since that costs time and money, it makes sense to have the application solid before you go.

IRCC describes itinerary evidence that may include flight details.[8] A held MXP–Toronto or MXP–Montréal return in your name shows the dates without spending on a fare that may be wasted. Our Canada visa guide explains what else to include.

The UK: usually no booking needed

For a standard UK visit, GOV.UK's supporting-documents guide puts flight bookings on the list of things that do not help much, unless you are transiting.[5] Apply online and pick a centre from GOV.UK's list for biometrics.[6] When we checked in October 2026, no official page we could open named the Italian centres' operator or addresses; your appointment screen will show them. Put your effort into proof of income, your permesso, and a short letter on the purpose of the trip.

Routes from Malpensa that make sense

Malpensa is northern Italy's main intercontinental airport, with two passenger terminals.[10] A few routes are worth knowing:

  • Dubai: Emirates lists 21 flights a week between Milan and Dubai.[9] This is the classic non-Schengen way home for many South Asian and Filipino residents.
  • New York: Emirates also flies Milan–New York JFK on a daily service.[11] Handy if your US visa is approved and you prefer a direct flight.

For Canada, a one-stop routing from MXP is normal. We hold what is bookable on your dates and show every sector on the PDF.

What about Linate and Bergamo? Both are closer to many homes in the city and in the Bergamasca, and both are mostly used for European flights. If your real plan is a low-cost hop from Orio al Serio to a Gulf or European hub and a long-haul connection from there, tell us and we will try to hold that shape. Just remember the renewal rule above: a connection inside Schengen may be the wrong choice if you are travelling on a Poste receipt. When in doubt, start the reservation at Malpensa, because that is where most intercontinental departures from the Milan area leave from, and an officer will find it unremarkable.

Example: a Filipino family in Sesto San Giovanni

Imagine the Reyes family in Sesto San Giovanni. Their permessi expired in September and the renewal is pending; they hold the Poste receipts. A wedding in Manila is set for December. Reading the Questura's condition, they want a route that leaves Schengen straight from Malpensa.[2]

We would suggest a reservation MXP–Dubai–Manila and back on one PNR for all four, ordered a few days before they visit the Questura or their patronato to confirm the plan. Once they are satisfied, they buy the real tickets on the same non-Schengen routing. The reservation was a planning tool, nothing more, and they never present it as a ticket.

Example: a Politecnico student visiting Vancouver

Now take Wei, a Chinese master's student at the Politecnico on a study permesso valid until next autumn. He wants to see a friend in Vancouver over the summer break. He applies online to IRCC, books biometrics at VFS in Rome, and attaches his university enrolment letter, bank statements, his permesso and a reservation MXP–Vancouver–MXP ordered the week he applies.[7][8] If the visa is granted, he books a real fare. Our guide for Chinese travellers covers more trips.

One-way holidays and the check-in desk at Malpensa

Here is a situation that has nothing to do with consulates. You book a one-way flight to Bangkok or Denpasar, planning to travel on to somewhere else, and the agent at Malpensa asks for proof that you will leave. The agent is applying the destination's entry rules on the airline's behalf, and a missing onward booking can mean no boarding pass.

Whether a held reservation satisfies that check depends on the destination. Some countries simply want to see a plan to leave; others, such as New Zealand, are stricter. We keep the details in dedicated pages: Thailand, Indonesia, Malaysia and Japan, plus the overview in countries that require proof of onward travel. Read yours before you get to the airport, not in the queue.

Our honest opinion: if the destination wants a paid onward ticket, buy a cheap refundable one. A reservation is useful where the rule is about showing intent, and pointless where it is about showing payment.

Paperwork Milan applicants should carry

Consulates and visa centres look first at whether you really live in Italy and will come back. For residents of Milan, that usually means:

  • The permesso di soggiorno itself, with an expiry date that comfortably covers the trip and your return.
  • Proof of work or study: a busta paga, a contratto di lavoro, or an enrolment certificate from your university.
  • Proof of address, for example a residence certificate from the Comune or a rental contract.
  • Bank statements covering recent months, in Italian or translated if the destination asks.
  • A printed reservation where the checklist or your own plan calls for it, all names visible.

Re-check the booking on the airline's website the evening before. Schedules move, and finding that out at Via Principe Amedeo or at VFS in Rome is far worse than finding it at home.

Ordering from Milan

  1. Check whether you need a visa at all; Schengen trips usually do not.
  2. If your permesso is in renewal, plan a route that does not transit another Schengen state and confirm it with the Questura.
  3. Complete the booking form with MXP, LIN or BGY, destination, dates and passport names.
  4. Pay $9 per passenger by card through Razorpay; multi-city rates are on our prices page.
  5. Read the emailed PDF, normally within 10 minutes.
  6. Open the booking on the airline's website with surname and PNR (how to check it).

Waiting longer than expected? See where your order is.

How long does it last?

Validity runs up to 2 weeks; each airline settles the precise period itself. Order it in the days just before you submit an application or attend an appointment. If you are using it to plan a route with the Questura, order it close to that meeting and buy the real ticket soon after.

What Milan residents should avoid

  • Connecting through Frankfurt or Paris while travelling on a renewal receipt, if the Questura's condition applies to you.
  • Applying for a visa you do not need for another Schengen country.
  • Presenting a reservation as a paid ticket to any official or airline.
  • Booking Rome for a US interview when Lombardy is in the Milan district.
  • Names that differ between passport, permesso and booking.

Milan FAQ

Can I travel home from Milan with only the renewal receipt?

The Questura di Milano's page says you may leave with your passport, the Poste receipt and the expired permit, but the journey must not transit other Schengen countries. That page has not been updated recently, so confirm the current rule with the Questura first. A route via a Gulf hub keeps you outside Schengen after Malpensa.

Do I need a visa for France or Germany with an Italian permesso?

Not for a short visit. A valid residence permit from a Schengen state is used for travel within the area, and there are no routine checks at internal borders. Carry your passport and permesso. Because no visa application exists, you do not need a flight reservation for any consulate.

Where do Milan residents attend a US visa interview?

At the US Consulate General in Milan, whose visa district covers Lombardy, Piedmont, Valle d'Aosta, Veneto, Trentino-Alto Adige, Friuli-Venezia Giulia, Liguria, and Piacenza and Parma. Appointments are made online. Flights are not on the list, and Washington suggests buying them only once the visa is issued.

Should a Canadian visitor file from Italy include a reservation?

Yes. IRCC describes itinerary evidence that can include flight details, and a held booking shows your dates without buying a fare. Your biometrics happen in Rome at VFS, so finish the file before making the journey.

What will I pay, and in which currency?

$9 per passenger for one way or return, with multi-city priced per pair of legs. You pay online by card via Razorpay; your bank converts to euros. Expect the PDF in your inbox within about ten minutes. We have no Milan office and do not take cash.

Can I fly from Malpensa on this reservation?

No. Check-in staff need a paid fare, and our hold has none behind it. Buy your actual ticket once your visa is approved or your route is confirmed.

How long will the booking stay live?

A maximum of 2 weeks, depending on the airline's own rules. Book near the appointment or Questura meeting and reorder if dates change.

Need a reservation from Milan?

Held seats from MXP, LIN or BGY with a PNR the airline will recognise.

Dummy ticket price for applicants in Italy

If your phone number is a Italy number (+39), a flight reservation costs $9 per passenger, one way or round trip. The price follows the country of your phone number, not where you are flying, so a Milan applicant pays the same for Dubai, London or Toronto. Multi-city itineraries are priced per pair of flights and a hotel booking costs the same per stay.

Why a live reservation beats a free "ticket generator"

A generated ticket has no PNR. A visa officer who checks it finds nothing, and a refusal for a false document is the hardest kind to appeal.
