Dummy Ticket for Filipino Travellers: Visas, BI Checks and Onward Proof

Filipino travellers can often use a flight reservation for the visa stage, for example for Schengen or Canada files. At departure it is different: Bureau of Immigration guidelines list a roundtrip ticket for tourists, so a held reservation may not satisfy that check. Use a reservation to apply, then buy the ticket you will fly on.

If you travel on a Philippine passport, a flight reservation does two very different jobs, and mixing them up causes most of the stress we hear about. Before you leave, it can support a visa application to Europe, Japan, Canada and other places. At the airport in Manila, Cebu or Clark, the Bureau of Immigration is looking at something else: whether your trip as a tourist makes sense, including your return. This guide separates the two, explains what the official guidelines and embassy pages actually say, and is clear about where a held reservation helps and where you should simply buy the ticket.

Key facts for Filipino travellers

QuestionShort answer
What does the BI check for tourists?Departure guidelines on the BI website list passport, visa when required and a roundtrip ticket at primary inspection. A secondary inspection may look at age, education and financial capacity.[1]
What happens if the purpose looks misrepresented? The same guidelines say a traveller found misrepresenting the purpose of travel as a tourist shall not be cleared for departure.[1]
Is eTravel needed?Yes for departing Filipinos. It is free, done at etravel.gov.ph, and Cebu Pacific says to complete it within 72 hours before departure.[2][3]
Schengen visa basicsApply 6 months to 15 days before travel; decisions normally in 15 days, up to 45.[4]
Japan visaApplications go through accredited travel agencies; the list includes an "itinerary in Japan".[7]
Thailand without a visaPhilippines is on the 30-day exemption list effective 15 September 2026, with onward travel within 30 days.[11][12]

Why does a Filipino traveller need to think about flights twice?

Because there are two separate checks. The first is the destination country's visa officer, who wants to see a sensible plan. A held reservation is often exactly what they ask for. The second is the Philippine immigration officer at departure, whose job under the anti-trafficking guidelines is to confirm that a tourist really is a tourist. These officers are not judging the same thing, and the document that satisfies one may not satisfy the other.

Our honest view: use a reservation for the visa stage, then buy your real ticket once the visa is granted. By the time you queue at NAIA, you should be holding a paid return or onward ticket.

What does the Bureau of Immigration ask for at departure?

The departure guidelines published on the Bureau of Immigration's website set out the basics for travellers going abroad on a tourist or temporary visitor's visa. At primary inspection, the documents listed are your passport, a visa when required, and a roundtrip ticket.[1]

Secondary inspection is not automatic for everyone. The guidelines say the BI may conduct it when necessary, looking at age, educational attainment and financial capability to travel. Travellers who cannot fund the trip themselves may present an authenticated affidavit of support from a relative within the fourth civil degree, with supporting documents. Passengers sent to secondary inspection fill out a Border Control Questionnaire.[1]

Two lines in the guidelines matter most for this topic. A traveller found to be misrepresenting the purpose of travel as a tourist shall not be cleared for departure. And fake or fraudulent documents presented by travellers shall be confiscated, without prejudice to other action.[1]

Plain advice: the guidelines list a roundtrip ticket for tourists. A held, unpaid reservation may not satisfy that at departure. Don't present a reservation at the immigration counter as if it were your ticket. Buy the return or onward ticket you will actually use, and carry proof of your job, funds and hotel in case you are asked.

A note on dates. A revised set of IACAT departure guidelines was announced in 2023. We could not open the revised text on an official page in October 2026, so we have relied on the guidelines currently posted on the BI website. Check the BI's own announcements shortly before you fly.

What is eTravel, and when do you fill it in?

eTravel is the government's free online travel registration at etravel.gov.ph, also available through the eGovPH app.[2] Cebu Pacific's help centre says all Filipino passengers departing the Philippines must complete it, within 72 hours before the scheduled departure, and that you show the QR code before entering the immigration area. It also notes that the travel tax must be settled to generate the QR code, with a standard economy rate of PHP 1,620.[3] Your flight number goes into the form, which is another reason to have a real booking by the time you fly.

Which visas do Filipinos most often apply for, and what do they ask about flights?

Here is what official pages say for the destinations Filipinos most often apply for. Where we could not confirm the wording this month, we say so rather than guess.

Schengen from the Philippines

The German Embassy in Manila is a good example of how specific missions can be. Its tourism page asks for an itinerary, preferably handwritten, listing places and lengths of stay, plus hotel reservations, and it stresses that both must be consistent with your actual plan.[5] It does not ask for a flight reservation on that page. If your consulate's list does mention flights, a reservation in your name covering entry to and exit from Schengen is the usual answer. The Netherlands says outright that a paid ticket is not needed.[6]

Germany's page also says applications are decided on the documents submitted and incomplete ones may be rejected, and it puts processing at about 15 calendar days.[5] Our Schengen visa guide covers choosing the right consulate.

Japan

You don't apply at the embassy yourself; you go through an accredited travel agency, which charges its own handling fee. The documents listed by Japan's national tourism organisation for Filipino applicants include your passport, application form and photo, PSA birth certificate, a marriage certificate if applicable, an itinerary in Japan, a bank certificate and an income tax return (BIR Form 2316).[7] If you do include flight details in your itinerary, make sure the dates match exactly.

United States, United Kingdom and Canada

For the US, the State Department's advice is short: don't buy tickets until you have the visa.[8] A reservation can help you answer date questions clearly at the interview, but nobody requires it. For the UK, GOV.UK actually lists flight bookings as something not to use as evidence, unless you're transiting.[9] We'd leave it out. For Canada, IRCC's list for tourists mentions an itinerary, and flight details can be part of it.[10]

Where do Filipinos need proof of onward travel without a visa?

Visa-free trips are where onward proof comes up most, because there is no visa officer earlier in the process. Two common examples:

  • Thailand. The Philippines appears on Thailand's 30-day visa exemption list effective 15 September 2026.[11] Visitors under the scheme must show proof of onward travel scheduled within 30 days of arrival and proof of accommodation, and submit the TDAC within 3 days before arriving.[12]
  • Singapore. ICA tells visitors to have sufficient cash and proof of onward travel, such as tickets or visas, and to submit the SG Arrival Card within three days before arrival.[13]

Here is the catch for Filipinos. Even when a destination would accept a reservation as onward proof, the BI departure check still lists a roundtrip ticket for tourists.[1] So for a holiday in Bangkok or Singapore, a paid return ticket covers both checks at once. A reservation makes more sense for an onward leg you are genuinely still deciding, such as a second country later in the trip, or for an OFW travelling between worksites. For more, see our proof of onward travel guide, the onward ticket page and Thailand entry.

How should you put the flight part of your file together?

  1. Read your mission's checklist first. Download it from the embassy or its visa centre, not from a forum.
  2. Fix your dates. Leave approval, hotel, insurance and itinerary should agree to the day.
  3. Book the reservation a day or two before the appointment, with names copied from the passport data page, middle name included.
  4. Open it on the airline site using the reference and surname, and keep a screenshot.
  5. Call it a "flight reservation" in your cover letter and forms.
  6. After approval, buy the real ticket you will fly on, and do eTravel within 72 hours of departure.
  7. At the airport, carry the paid return ticket, hotel booking, proof of employment or business, and funds. Answer questions plainly.

Say you're a nurse in Quezon City with a Schengen appointment at VFS Manila on 10 November and a planned trip from 5 to 18 December. We'd book the reservation on 8 or 9 November for those exact dates, check it the same evening, and buy the real Manila–Europe ticket only after the visa arrives. That is an illustration, not a case history.

What mistakes do Filipino applicants make most often?

  • Middle name dropped or moved. Philippine passports show a middle name; copy the data page exactly.
  • Dates that disagree between the reservation, hotel and leave approval.
  • Showing a reservation to the BI as if it were a paid ticket. Be accurate about what you hold.
  • Buying from a seller in a group chat whose "ticket" doesn't open on the airline site. Fake documents can be confiscated at departure.[1]
  • Booking weeks early, so the hold has ended before the appointment.
  • Forgetting eTravel or the travel tax on the day.

Frequently asked questions

Can I use a dummy ticket at Philippine immigration?

We wouldn't. The departure guidelines on the BI website list a roundtrip ticket for tourists at primary inspection, and a held reservation may not satisfy that. Use a reservation for the visa application, then buy the return or onward ticket you will actually fly on before you leave. Never present a reservation as if it were a paid ticket.

Do Schengen embassies in Manila accept a flight reservation?

Many Schengen checklists accept a reservation, and the EU Visa Code lists one as possible evidence. The German Embassy in Manila's tourism page asks for an itinerary and hotel reservations without listing a flight item, and the Netherlands says no paid ticket is needed. Always follow the checklist from the consulate where you apply.

Do I need a flight booking for a Japan visa from the Philippines?

The document list published for Filipino applicants includes an itinerary in Japan, financial documents and civil registry papers, without a separate flight item in the version we checked. You apply through an accredited travel agency, which may have its own requirements. If you list flights in the itinerary, keep the dates consistent.

What can cause a secondary inspection at NAIA?

According to the departure guidelines, the BI may assess age, educational attainment and financial capability to travel, and certain situations trigger secondary inspection automatically, such as minors travelling alone without DSWD clearance. Carry proof of employment, funds, accommodation and a paid return ticket, and answer questions truthfully.

Is a dummy ticket enough for Thailand as a Filipino?

Thailand's exemption requires proof of onward travel within 30 days of arrival, and an onward reservation can show that. But you still pass the BI departure check first, where the guidelines list a roundtrip ticket for tourists. For a simple holiday, a paid return ticket is the easier choice for both checks.

How much does a reservation cost from the Philippines?

Our worldwide price is $9 per passenger, one way or round trip, with multi-city routes priced per pair of legs. You pay by card through Razorpay, and the itinerary PDF arrives by email in about 10 minutes. The hold window for your route appears on the form before payment.

Does a reservation help a US visa interview in Manila?

It is optional. The State Department advises applicants not to buy tickets until they have a visa, and the interview focuses on your purpose and ties. A printed reservation can help you answer date questions clearly, but it is not required and will not decide the outcome.
