This page deals with France alone. What people call a dummy ticket is a held seat in an airline's system, with a booking reference (PNR) in your name. The fare stays unpaid, which means it won't get you on a plane. In a French visa file its job is narrow: show the consulate your planned dates in and out, and show that the trip ends where you live.

Does France want a flight reservation or a paid ticket?
Short answer: France asks you to prove you can go home, and it does not, in any French government text we could read, insist that you pay for the flight first.
France is unusual among Schengen states because it has no single fixed checklist for applicants in India. You answer a set of questions on France-Visas, and the portal builds a document list for your nationality, residence and reason for travel.[3][5] France-Visas blocked our automated check in October 2026, so we can't quote its transport line. Read it yourself before booking anything.
Here is what the French sources we could open actually say:
- Business France, indicative list (May 2026): next to passport, form, photos, money and insurance, it asks for proof of a "guarantee of repatriation" to the applicant's usual place of residence. It also says the list is for guidance only and the consulate gives the definitive one.[13]
- Service-Public, France's official information site: visitors from outside Europe must be able to show, among other things, proof that they can be repatriated or can pay for the trip back.[12]
"Repatriation" sounds dramatic, but on a French list it simply means: how will you get back to the country you live in? A return booking ending in your home city answers that directly, and money in the bank supports it.
Our view: for a tourist or family visit from India, a held return booking that matches the France-Visas dates is the sensible document. Don't spend on a non-refundable fare while the outcome is unknown. If the list France-Visas gives you does say a paid ticket is required, take it literally. A held booking might then fall short, so buy a refundable fare or ask VFS what they will take.

What goes in a France visa file from India?
France's published short-stay list is short and general. The table puts each item next to the part your flight plan plays in it. Your France-Visas list may add items for Indian residents, such as proof of job or income; follow it where it differs.

One practical note for salaried applicants: get the leave letter from your employer after you've fixed the flight dates, not before. We see plenty of files where the leave runs 1 to 10 June and the booking runs 31 May to 11 June. The officer then has to guess which is right.
How does France-Visas work, step by step?
The French Embassy in India sets out four stages: check whether you need a visa with the online wizard, create an account and fill in the application, hand in the file at your visa centre, then track it online until the passport is ready.[5] Here's how we'd fit the flight booking into those stages:
- Settle the trip on paper first. Decide your nights in France (and anywhere else), then your entry and exit dates.
- Run the visa wizard and open the form. Type those dates in. The portal's document list appears once you finish.[5]
- Book the VFS appointment. Seasonal waits vary, as the Embassy itself warns, so look early.[5]
- Two to three days before the appointment, get the return reservation on exactly the form dates, plus hotels and insurance.
- Check the PNR yourself on the airline's site, then go to VFS with the printed file.
- Track the file. Buy the real ticket after the visa sticker is in your passport.
Which French consulate handles my state?
VFS Global runs France's visa centres in Ahmedabad, Bengaluru, Chandigarh, Chennai, Delhi, Goa, Hyderabad, Jaipur, Jalandhar, Kochi, Kolkata, Mumbai, Pune and Puducherry.[4] VFS only receives files. The decision is made by one of five French posts, each covering a set of states:

How do flight dates change the money France expects?
France is one of the few Schengen states that publishes a fixed daily figure, and the figure depends on where you'll sleep:[12][13]

Your flight reservation sets the number of days in that sum. Say you hold flights for 12 days but hotels for only 9. Three nights now have no proof of lodging, the funds expected for them almost double, and the officer sees a gap. Either shorten the trip or fill the nights; a hotel booking for visa in your name can cover nights not yet fixed. For dates that line up, read why hotel dates must match the flight reservation.
Staying with relatives? Your host requests the accommodation certificate in person at the town hall where they live, on Cerfa form 10798*03, and Business France gives the cost as €30.[13] If you're weighing that against a hotel, our invitation letter vs hotel booking guide sets out the trade-offs.
What should a France flight reservation show?
- Names spelt as in the passport, one line per traveller, children included.
- The same entry and exit dates you typed into France-Visas.
- A last leg into your home city, because that's the repatriation question.[13]
- A return date at least three months before your passport expires, since French rules count validity from your exit.[12]
- The airline's name and the PNR, so it can be found on the airline's site.
You may land outside France, in Frankfurt or Amsterdam say, as long as France is still where you spend most of the trip. Can the French consulate check my PNR?
French posts don't say how they check flight papers, so we won't guess. What we can say: a genuine PNR can be pulled up by anyone holding the code and your surname, using the airline's Manage booking tool. Open it yourself the evening before VFS, compare the names and dates with your France-Visas printout, and fix anything odd. When should I book the reservation for a France appointment?
Book it two or three days before you walk into VFS. How long does a hold run? Up to 2 weeks; the airline decides the exact period. Booked too early, the hold may lapse before your appointment, and then you're printing a booking that no longer opens.
A worked example. Your VFS Bengaluru slot is Thursday 12 November and you want to fly on 10 December. Fill in France-Visas with 10 December to, say, 22 December. Hold the return booking on 9 or 10 November. Take out insurance for 10 to 22 December. Ask your employer for leave on those same dates.
How far ahead to apply? The Embassy lets you submit up to six months before departure and advises allowing for appointment and processing waits, which vary by season and place.[5] For a summer trip to Paris, we'd look for a slot in spring rather than June. Applying for a France visa from the UAE, Saudi Arabia or another Gulf state
If you live in the Gulf, you apply there, not in India. France-Visas blocked our automated check in October 2026, so the two rows below come from France-Visas' own country pages as shown in search listings. Treat them as a starting point and confirm on the portal.

Three points we'd stress for Gulf residents:
- Start and end the booking in the Gulf. Dubai–Paris–Dubai, not Mumbai–Paris–Mumbai, because your usual residence is where France expects you to return.
- Watch your residence permit. We could not read France's rule on how long the UAE or Saudi permit must run. Check it on your France-Visas list before you settle a return date.
- Pay in your local currency. Gulf rates appear in the price chips further down.

What if France refuses the visa?
The fee is not returned after a refusal, Service-Public confirms.[11] That's one more reason not to pay for flights before the answer comes. If you want to contest the decision, the first step is a compulsory administrative appeal, filed within 30 days; if that fails, the next stage is the administrative court in Nantes, within two months.[11] Many applicants prefer to fix the weak point and apply afresh; our guide to reapplying after a refusal covers the flight side of that.
Mistakes we see in France files
- Different dates on the form, the booking, the hotel and the leave letter.
- Too few hotel nights, which pushes the daily funds figure to €120.[12]
- A one-way booking, which leaves the repatriation item unanswered.
- A passport that runs out too soon after the return date.[13]
- A made-up or altered booking. Never. False papers are a refusal ground.[11]
Questions people ask about France and flights
Is a paid return ticket required for a French tourist visa?
Not from what French official sources say. The indicative list asks for proof that you can return to your usual home, and a return reservation in your name answers that. If the list France-Visas produces for you specifically asks for a paid ticket, follow it, because a held booking may not be accepted in that case. A refundable fare is the safe alternative.
Can I fly into Frankfurt if France is my main destination?
Yes. Where you land does not decide which consulate you apply to; where you spend most of the trip does. A route into Frankfurt and out of Paris is fine on a French application if most nights are in France. Hotel bookings should make that obvious.
I live in Hyderabad. Which French office handles my visa?
You hand your file in at VFS Hyderabad, and the Consulate General in Bengaluru makes the decision; it covers Andhra Pradesh, Karnataka and Telangana and has a Bureau de France in Hyderabad. Kerala and Tamil Nadu go to Puducherry instead. VFS only receives and returns files.
How long before the VFS visit should I book?
Two or three days. Holding periods run up to 2 weeks; the airline decides the exact period. Getting it much earlier risks a lapsed booking on appointment day. Secure the slot first, then the reservation, then open the PNR online on the eve of the appointment.
My cousin in Lyon is hosting me. Do I still need a hotel booking?
Not if your cousin gets an accommodation certificate from their town hall. With one, France's daily funds figure drops to €32.50. Without it and without a hotel booking, the figure is €120 a day. You still need a return flight reservation, because the certificate covers where you sleep, not how you get home.
I'm an Indian national living in Dubai. Where do I apply?
In the UAE. France-Visas lists a single VFS centre in Abu Dhabi, with files decided by the consular section there, and recommends seeking a short-stay appointment about three months before travel. Your reservation should run from Dubai or Abu Dhabi and back, since the UAE is your usual residence.
What happens to my money if the visa is refused?
The visa fee is not refunded. If you held a reservation instead of buying a fare, you have lost only the reservation fee. You can appeal within 30 days or reapply with a stronger file. Read the reasons ticked on the refusal letter first; they tell you which route makes more sense.
How much does a France flight reservation cost?
