Montenegro is small, outside Schengen and changing fast. In 2025 it opened visa centres in India, and in 2026 it announced a closer alignment of its visa policy with the EU. For a traveller with an Indian passport, the flight question comes down to one line in the government's visa page: a return ticket is listed among the extra documents you may submit. Below we set out who needs a Montenegrin visa, the 30-day rule for people holding Schengen, UK, US or Irish visas, what the official wording means for a reservation, and what to carry on the day you fly. Who needs a visa for Montenegro?
Indian passport holders do, unless they qualify for one of the exemptions below. The Government of Montenegro's page on its missions states it plainly: citizens of India must hold a visa, and they apply through VFS centres in India.[2]
Montenegro has been tightening its list for other nationalities too. In July 2026 the government announced that nationals of Belarus, China, Russia, Saudi Arabia and Türkiye will need visas from 1 November 2026, as part of aligning with EU visa policy. The same announcement mentions plans for an electronic visa system.[4] If your passport is not Indian, check its status on the government's visa page rather than relying on an older blog post, because several rows have moved.
Can you visit Montenegro on a Schengen, UK, US or Irish visa?
Yes, for a short trip. The government's visa page allows holders of a valid Schengen, US, UK or Irish visa to enter, transit through and stay in Montenegro for up to 30 days, and no longer than the visa's own expiry.[1] A parallel rule covers valid residence permits from a wider list: Schengen states, Australia, Bulgaria, Japan, Canada, New Zealand, Ireland, Romania, the USA and the UK.[1]
The 30-day figure is the one to remember. Serbia's equivalent shortcut allows up to 90 days, North Macedonia's 15 days per entry; Montenegro sits in between. A week in Kotor and Budva fits easily. A month-long remote-working stay does not.
Two things trip people up:
- Expiry before day 30. Say your UK visit visa ends on 10 June and you arrive in Podgorica on 1 June. You can stay nine or ten days, not thirty, because the stay may not run past the visa's end.
- Using up a Schengen entry. Montenegro is outside Schengen. A day trip from Dubrovnik to Kotor on a single-entry Schengen visa ends that visa's usefulness; you could not cross back into Croatia on it. Our Croatia visa guide discusses this exact combination.

What does Montenegro's visa list say about a flight ticket?
This is where the official text helps you. For a short-stay visa C, the core documents are a travel document valid at least three months longer than the visa, a 35 x 45 mm colour photo, proof of the purpose of stay (a letter of guarantee from a private person or an invitation from a company, state body or event organiser), proof of means of support, health insurance and proof of the consular fee.[1]
Flights are not in that core list. They appear in the next sentence, which says the applicant "may also submit other evidence" to justify the application. That evidence includes proof of accommodation, such as a paid tourist package or a hotel reservation, and proof of means of travel or intention to return, given as "return ticket, traffic and driving license".[1]
Two readings follow. First, a flight document is supporting evidence, not a mandatory item on the government's page. Second, the government lists the hotel side as a "reservation" but the flight side as a "return ticket", without saying paid or confirmed. In practice, a verifiable return reservation in your name is the natural way to supply that evidence before a visa decision, because it shows your dates and route without forcing a purchase you might lose.
The visa centre's own checklist may phrase it differently. VFS publishes the Montenegro checklist for India on its website, but its page did not load for us in October 2026. Download it before your appointment. Should it ask for a confirmed or paid ticket, don't assume a hold will pass; a refundable fare is the safer route.

How do Indian residents apply?
Montenegro has no resident embassy in India. Its ambassador to India is non-resident, based in Strasbourg, and there is an honorary consulate.[2] Visa applications go through VFS Global instead. The government lists centres in New Delhi, Mumbai, Kolkata and Cochin.[2] When the scheme launched, the government gave the New Delhi centre's address as Shivaji Stadium Metro Station, Concourse Level, Baba Kharak Singh Marg, Connaught Place, open 09:00 to 16:00, operating from 14 October 2025.[3]
Applications are made in person on the prescribed form.[1] The government page says a decision comes within ten days of submission, extendable to 30 days if the file needs more consideration, and exceptionally to 60 days if extra documents are needed.[1] That spread is wide. A reservation booked for a ten-day wait may lapse during a 30-day one, which is fine: what counts is that the booking is real and current when you hand in the file.

How much money and what accommodation proof?
The government counts you as having means of support if you hold at least 50 euros for each day of the requested stay. Bank balance certificates, proof of regular income, cash, traveller's cheques and credit cards all count.[1] That figure ties straight back to your flight dates. Ask for 12 days, and you need to show at least 600 euros. Shorten the reservation to eight days, and the requirement falls to 400.
So decide the length of stay before you reserve anything. The reservation, the hotel, the insurance and the bank evidence should all describe the same trip. Officers notice when a booking says 20 nights and the hotel confirmation says six.

Getting to Podgorica or Tivat, and transit on the way
Montenegro has two international airports, Podgorica and Tivat, and many visitors also arrive overland from Dubrovnik or by bus from Albania and Serbia. From India, a connection is almost certain. Check which airports you would pass through, because each one brings its own transit question.
If you connect at a Schengen airport and stay airside on a single booking, many nationalities pass through without a Schengen visa, but some need an airport transit visa. If your plan is two separate bookings with a change of airport, or a night in a hotel, you need to enter that country, which normally means a visa. A neat Balkan trip often starts in one country and ends in another: fly into Dubrovnik, drive down the coast to Kotor, carry on to Tirana and fly home. The reservation for the visa file should mirror that, an open-jaw or multi-city booking rather than a simple return to a city you never revisit. A Montenegro reservation checklist
- Names spelt exactly as in each passport, children included.
- Arrival into Montenegro, or into the first country of a multi-country trip, on the date in your application.
- Departure out of Montenegro, or out of the region, on the date you will really leave.
- For the 30-day shortcut: a departure date inside 30 days and before your other visa expires.[1]
- Airline name and booking reference visible on the PDF.
- Dates matching your hotel reservation, insurance and bank evidence.
Putting the file together, in order
- Confirm you need a visa. Check the exemptions first; a valid UK visa may save you the application entirely.
- Download the current VFS checklist for Montenegro in India and read the line about travel.
- Fix the trip length and calculate funds at 50 euros a day.
- Book refundable accommodation for those nights.
- Reserve return or multi-city flights a day or two before the appointment, then look the PNR up on the airline's "Manage booking" page with your surname.
- Submit in person at VFS and keep the receipt.
- After approval, buy the real ticket within the dates on the visa.

Montenegro flight reservation questions
Is a return ticket compulsory for a Montenegro visa?
On the government's visa page it is not in the core list. It appears among other evidence an applicant "may also submit", described as a return ticket or driving documents. Most applicants include one anyway because it shows when they leave. Check the VFS checklist for India, which may be stricter.
How long can I stay in Montenegro on a Schengen visa?
Up to 30 days, and not beyond the date your Schengen visa expires. The same rule applies to valid US, UK and Irish visas. Residence permits from the Schengen area, Australia, Bulgaria, Japan, Canada, New Zealand, Ireland, Romania, the USA or the UK also give up to 30 days.
Where do I apply for a Montenegro visa in India?

Can I use a held reservation for the visa and then travel on it?
No. Nobody boards on a held booking; its job ends once the application is in. Once the visa is approved, buy a real ticket for the dates you will travel, and carry that for check-in and arrival.
Is Montenegro introducing an e-visa?
The government's July 2026 announcement on EU alignment mentions introducing an electronic visa system for online applications. We could not find a launch date on an official page in October 2026. Until it opens, Indian applicants use the VFS centres.
I am driving in from Croatia. Do I still need flights?
Not for the Montenegrin leg. The government accepts driving documents as evidence of how you travel. You will still need to show how you reach the region and how you get home, which usually means flight bookings for those long-haul legs.
