Croatia became a full Schengen member on 1 January 2023, and since then its embassies issue the same uniform visa as everyone else.[4] On flights, the Croatian checklist for India accepts "flight reservations/tickets", and the VFS page goes further with a capitalised note: only reservations, "NO CONFIRMED BOOKINGS".[3][4] The harder parts of a Croatia file are time and hotels. The Embassy in New Delhi works to a long processing window and will not accept files too close to travel, and cancelling your accommodation after the visa is issued can lead to the visa being revoked. Below we quote the wording, compare it with Croatian lists in Dubai, Manila and Jakarta, and plan the dates so your reservation is live when it matters. What does the Croatian checklist say about flights?
The 2026 tourist checklist used at VFS in India lists flights as item 8: "Valid flight reservations/tickets including return trip."[3] Item 6 asks for a "Travel Itinerary with well detailed activities/scheduled details mentioned", and item 4 for a covering letter explaining your intention, occupation and who pays.[3]
The VFS information page is more direct. Under "Travel Itinerary" it says: "Customer needs to only provide ONLY reservation of their flight tickets and Hotel Bookings - NO CONFIRMED BOOKINGS".[4] Elsewhere on the same page, the documents section asks for proof of "Means of transportation and intention to return to the country of residence: reservation of return travel ticket for airplane, bus, or boat".[4]
Our reading: for an application lodged in India, a held return reservation is exactly what is described. "Valid" means the booking should still be live and should match the dates on your form. It does not mean paid.
How do Croatian checklists elsewhere compare?
The Croatian network writes its own lists, and the words shift from city to city. Three examples:
- Croatian Consulate in Dubai, via VFS UAE (October 2025): under "Flight Reservation and Accommodation", "Valid & confirmed flight reservations including return trip". The same list says "Vouchers from travel agencies are not accepted as proof of accommodation."[5]
- VFS Manila, Croatia: "Plane ticket: Copy of the roundtrip airline reservation with Passenger Registration Number (or reservation number) and travel itinerary."[6]
- VFS Jakarta, Croatia: "Plane ticket: copy of the flight reservation and travel itinerary."[7]
Manila and Jakarta use the word reservation and stop there. Dubai adds "confirmed". A confirmed reservation is still a reservation, but the word suggests the consulate wants a booking the airline shows as confirmed rather than waitlisted. We cannot tell you how strictly Dubai reads that word. A held reservation may not satisfy it, so ask the consulate or VFS before relying on one, and consider a refundable fare if they want more. Croatia's long processing window, and what it means for your booking
This is where Croatia differs from its neighbours. The VFS India page says: "Standard visa processing time is 45 calendar days from the day of receipt of the application at the Embassy", and that, on the mission's instruction, an application with less than 45 days to the travel date "will not be accepted".[4] A separate note on the same page says the minimum processing time has been extended from 30 to 60 days.[4] The two lines do not quite agree, so plan for the longer one.
In practice, apply at least two months before travel, and earlier for July and August. Example: your flight to Zagreb is on 10 June. Aim to submit in early April, and certainly not after mid-April.
Now the honest part about reservations. A held booking remains live for a fortnight at most, and how long exactly depends on the airline. A Croatian file can sit with the Embassy for six weeks or more. So the PNR will usually have lapsed by the time the decision is made. The checklist asks for a valid reservation when you apply, and that is what a fresh booking gives you. Nothing we found says the Embassy re-checks bookings later in the process. If you would feel safer with a booking that stays live throughout, a fully refundable paid fare is the alternative, and we would rather tell you that than oversell.
The hotel rule that catches people out
The VFS page carries an important note in bold: cancellation of accommodation after issuance of a Croatian visa "may lead to revocation of visa".[4] That changes how you should book rooms for Croatia. Choose real accommodation you intend to use, ideally with free cancellation so you are not out of pocket if the visa is refused, and keep it once the visa is issued. If plans change, rebook rather than leave a gap, and keep the evidence.
The checklist accepts "Hotel reservations/reservation of accommodation or certificate of the travel agency of the prepaid program".[3] In Dubai, agency vouchers are not accepted for accommodation at all.[5]
What else the Indian checklist asks for
Personal appearance is mandatory. The checklist also asks for a photo under six months old, a passport with two blank pages valid three months after return, and insurance of at least €30,000 valid for all Schengen countries.[3]
The money section is detailed: salary or pension slips for three months, stamped or original bank statements for three months "with salary transactions-not older than 2 weeks from the day of submission", and the last three years of income tax returns.[3] Employees need a leave approval or NOC addressed to the Croatian Embassy; self-employed applicants need company registration or GST, company statements and the company's last three ITRs.[3]
One unusual item: if you hold a previous Schengen visa you did not use, the list asks for a letter of intention explaining why.[3] The VFS page also mentions a reason letter if a previous Croatian visa went unused, or if another country refused you.[4]
Children, sponsors and Nepal applicants
For minors, the Indian checklist asks for a copy of the birth certificate and an NOC from school. A child travelling with one parent needs the other parent's notarised consent, and a child travelling alone needs consent from both. The minor's form is to be signed by both parents or guardians at submission.[3]
If someone else is paying, add a stamped affidavit from the sponsor, the sponsor's financial documents and proof of your relationship.[3] The flight reservation should still be in the traveller's own name.

Is Croatia your main destination?
Apply to Croatia when it has the most nights or the main purpose of your trip; when nights are equal, use the country of first entry.[1] If you pair Croatia with Slovenia, count carefully. Six nights along the Dalmatian coast and two in Ljubljana: Croatia is right. Four in Ljubljana and Bled, three in Zagreb: Slovenia should take the file, and our Slovenia visa guide covers it.
Day trips outside Schengen need thought. Bosnia and Herzegovina and Montenegro are not Schengen countries, so crossing for a day uses an entry. If you request a single-entry visa and leave Croatia for a day, you cannot come back on it. Say in the cover letter if your plan includes such a trip, and ask for the number of entries you actually need.
What should your Croatia flight reservation show?
- A return trip to the country where you live, as item 8 asks.[3]
- Arrival and departure airports that match the itinerary. Flying into Zagreb and out of Dubrovnik is fine on a multi-city or open-jaw reservation.
- Passport names for every applicant.
- Dates aligned with hotels, insurance and the employer's leave letter.
- A live PNR you can retrieve online with your surname on submission day.
Preparing a Croatia file, in order
- Fix travel dates at least 60 days out.
- Count nights and confirm Croatia is the right country.
- Book real, refundable accommodation you intend to keep.
- Book the VFS appointment and download the current checklist.
- Get a fresh bank statement so the latest salary credit is under two weeks old on submission day.
- Reserve the flights on our booking page two or three days before the appointment.

- Write the day-by-day itinerary and covering letter using the same dates.
Mistakes we see on Croatia files
- Applying inside 45 days of travel, which VFS says will not be accepted.[4]
- Cancelling hotels after the visa is issued.[4]
- A bank statement whose last salary entry is more than two weeks old.[3]
- A thin itinerary when the list asks for well-detailed activities.[3]
- No letter about an unused earlier Schengen visa.[3]
- A single-entry visa for a trip that includes Mostar or Kotor.
Onward and return checks when you travel
Airlines check that your visa covers the trip, and Croatian border police apply the Schengen Borders Code. You may be asked about the purpose of the visit and your accommodation, and to show enough money for the stay and the journey home.[8] Carry your hotel confirmations, insurance and the paid return ticket you bought after the visa was issued.
If you arrive overland from Bosnia, Serbia or Montenegro, that crossing is your Schengen entry, and the same questions apply there.
Can the Embassy check your reservation?
The VFS page warns that "Any falsification of the documents and the use of such documents may be subject to criminal prosecution."[4] A forged paper is also a reason to refuse under the Visa Code's Article 32.[2] A genuine PNR can be opened on the airline's site by anyone with the surname. We issue real held bookings only, and never edit or fabricate one.

Should I buy flights before my Croatia appointment in India?
No. Croatia's checklist for India names "flight reservations/tickets", and the VFS page states that only reservations of flights and hotels are needed, with no confirmed bookings. A held return reservation with a live PNR is enough at submission. Buy the real ticket once the visa is issued.
How long before travel must I apply for Croatia?
VFS India says the standard processing time is 45 calendar days from receipt at the Embassy and that files with less than 45 days to travel will not be accepted. Another note mentions 60 days. Submitting about two months ahead, and earlier for summer, keeps you clear of both.
Will my reservation still be valid when the Embassy decides?
Probably not. Our holds run for up to two weeks, with the carrier choosing the precise cut-off, while Croatia's processing can run to six weeks or longer. The checklist asks for a valid reservation when you apply. If you want a booking that stays live throughout, a refundable paid fare is the other option.
Can I use a dummy hotel booking for Croatia?
We advise against it here. The VFS page warns that cancelling accommodation after the visa is issued may lead to revocation. Book real rooms you intend to use, preferably with free cancellation, and keep them. That protects both the visa and your trip.
I live in Dubai. What flight document does the Croatian consulate want?
The Dubai checklist asks for valid and confirmed flight reservations including the return trip. Because of the word "confirmed", a held reservation may not be enough there. Ask the consulate or VFS Dubai what they accept, and if they want a paid booking, buy a refundable fare.
Can I visit Montenegro or Bosnia on a Croatian Schengen visa?
Those countries are outside Schengen, so leaving Croatia to visit them uses an entry. With a single-entry visa you could not return to Croatia afterwards. Mention the day trip in your covering letter and request the number of entries your plan actually needs.
Does Croatia charge a visa fee for children?
The VFS India page lists children up to the age of 12 among those exempt from the visa fee. Adults pay €90, shown in rupees at the current rate, plus the VFS logistics charge. Check the page again before paying, because VFS notes the fee can change without notice.
