Cebu is one of the few places in the Philippines where you can lodge several foreign visa applications without flying to Manila. That saves money, but it also means the rules you follow depend on which office in Cebu Business Park or IT Park takes your file. Below we go through each mission that serves Cebu residents, quote what its checklist says about flights, explain the departure check at Mactan, and show how to get a reservation from us. Everything we do happens online, so you will not find a DummyTicketPrice counter anywhere in Cebu.

Which offices take visa applications in Cebu City?
Five countries give Cebu residents a local option. Japan runs a consulate-general here, and since April 2025 its applications are lodged at a Japan Visa Application Centre, with Cebu among the listed JVAC locations.[2] Korea has a consulate whose area is the Visayas.[4] Italy lists a VFS centre in the Kepwealth Center on Samar Loop, one of four Italian centres nationwide.[7] The Netherlands accepts Schengen applications at VFS in Cebu or Makati,[9] and Canada's official centre finder names Cebu next to Manila.[11]
The United States is the big exception. Its consular agency at the Waterfront Hotel in Lahug helps American citizens with passports and emergencies, and it says plainly that it "does not provide visa services".[5] A US visitor visa still means an interview in Manila.
What do the checklists used in Cebu say about flights?
The wording differs a lot, and it is worth reading it before you spend anything.
| Country | Where a Cebu resident files | What the official list says | Our honest suggestion |
|---|---|---|---|
| Japan | JVAC Cebu[2] | Schedule item asks for flight details "if possible" and adds "Booking is not necessary"[3] | Optional; a reservation can fill in flight numbers |
| Italy | VFS Cebu[7] | Item 4: "Copy of the travel itinerary"[8] | Held reservation fits well |
| Netherlands | VFS Cebu[9] | Paid ticket not required, per the Dutch list[10] | Held reservation |
| Korea | Consulate in Cebu[4] | We could not retrieve a current checklist in October 2026 | Follow the consulate's own list |
| United States | Embassy in Manila[5] | Hold off on tickets until approval[6] | Skip it |
| UK | Through VFS; see UKVI booking | "Flight bookings (unless transiting)" sit among documents that are not useful[12] | Generally not worth adding |
One caution. Some lists handed out at a counter use the words "confirmed" or "paid". Where yours does, our held booking might not be enough, so buy a fare you can cancel for a refund.
Filing in Cebu this week?
Order a $9 reservation online and receive the PDF roughly ten minutes later.
Applying for Japan from Cebu: do you need a flight at all?
Strictly, no. The Japan tourism checklist used by the visa centres asks for an itinerary that gives your entry and departure dates, with flight information "if possible", and then adds that booking "is not necessary".[3] The same rule applies to hotels: name, address and phone number, but no booking needed.
So why do Cebuanos still order reservations for Japan? Mostly because a filled-in itinerary looks more finished with real flight numbers and times. If you have already decided on, say, a Cebu to Osaka trip via Manila or Hong Kong, a reservation lets you copy exact times into the schedule. If you have not, simply write the planned dates and skip the expense. We would rather you spend the $9 only when it adds something.
Jurisdiction matters too. The Cebu consulate-general covers Aklan, Antique, Capiz, Guimaras, Iloilo, Negros Occidental, Bohol, Cebu, Negros Oriental, Siquijor, Biliran, Eastern Samar, Leyte, Northern Samar, Samar and Southern Leyte.[1] Someone from Iloilo or Tacloban therefore deals with Cebu, not Manila. Since 7 April 2025 the embassy has routed ordinary applications to JVAC offices rather than accredited travel agencies.[2]
For more detail on Japan's file, see our Japan visa guide and the Japan onward ticket notes.
Korea: the consulate that serves the whole Visayas
The Korean consulate opened in Cebu so that Visayas residents need not travel north. Its own welcome page describes jurisdiction over 16 Visayas provinces and names Cebu, Bohol and Boracay as the region's best-known areas for Korean visitors.[4]
We were unable to load a current Korean checklist from the consulate's site in October 2026, so we will not quote one. Our advice is simple: download the list the consulate gives you on the day you apply. If it mentions a flight itinerary or reservation, a held booking from us covers it. If it says nothing about flights, leave it out. More background is in our South Korea visa guide.
Schengen and Canada from Cebu Business Park
Italy. The Italian embassy routes all ordinary applications through VFS and lists Cebu as one of four centres, the others being Taguig, Batangas and Davao.[7] Its tourist checklist is short on flights: item 4 asks only for a "copy of the travel itinerary".[8] It also recommends six months' passport validity in line with Bureau of Immigration practice, and will not accept an application if travel starts more than six months after you submit it.[8]
Netherlands. Applicants who live in the Philippines can submit at VFS in Cebu or Makati.[9] The Dutch tourism checklist is the clearest in Europe. It asks for a booking held under the applicant's name for the inbound and return legs, then says outright: "You do not need a paid travel ticket."[10]
Canada. IRCC's centre finder lists Cebu and Manila for the Philippines.[11] Canada does not demand a ticket for a visitor visa; a reservation can help you show a short, planned visit, but it is optional. See our Canada visa guide.
For multi-country trips, our Schengen flight guide explains which country you should apply to.
US visas: why Cebu applicants still go to Manila
There is no US visa processing in Cebu. The consular agency's page says it "does not provide visa services and cannot answer questions about U.S. visas".[5] Book your interview at the embassy in Manila through the official system and plan a domestic flight north.
Should that interview file contain an international flight booking? US visitor-visa guidance says ticket purchases should wait for the visa.[6] Your DS-160 records planned travel dates, nothing more. Our view: skip it for the US unless you personally want a printout of the planned trip, and if you carry one, call it a reservation. The USA visa guide has the full picture.
Foreign residents of Cebu: which checklist applies to you?
Plenty of Cebu residents hold Korean, Japanese, Indian, European or American passports. If you are a foreigner living here and need a Schengen visa, Italy's checklist adds one item for you: a valid Alien Certificate of Registration (ACR I-Card) that remains valid for at least three months beyond your departure from the Schengen area.[8] The Dutch page likewise limits Philippine filing to people who live in the Philippines and a few Pacific neighbours.[9]
Foreign residents often book their itinerary out of Cebu rather than their home country. That is perfectly fine as long as it matches what you will actually do. If you plan to fly home first and then on to Europe, show that routing instead.
What happens at the Mactan departure counter?
This is where Filipino travellers need to be careful, and where a reservation is not the right document. The Department of Justice's 2015 departure guidelines tell immigration officers to ask tourists for three things at primary inspection: a valid passport, a visa where required, and a "Round-trip or return ticket".[13] A stricter 2023 rewrite was announced, then shelved; the bureau confirmed that officers keep applying the earlier metrics for now.[14]
By the time you queue at Mactan, your visa should be in your passport and you should hold a real, paid return ticket. Our reservation is for the visa file. Do not present it at the immigration counter as if it were a ticket. Officers may also ask about your work, funds and purpose of trip, so carry your employment certificate and leave approval even if nobody asks.
Routes from Mactan-Cebu that read naturally on a reservation
Pick a route that a Cebu traveller would genuinely use. A few that airlines publish themselves:
- Singapore: Singapore Airlines says it flies Cebu to Singapore nonstop every day, in roughly 3 hours 45 minutes.[15] Useful for onward links to Europe.
- Hong Kong: Cathay Pacific sells Cebu–Hong Kong on its own site,[16] a common link to Japan, Korea and Europe.
- Via Manila: many itineraries simply start with a domestic sector to MNL. That reads perfectly normally.

Example: a Mandaue couple planning Rome and Amsterdam
Suppose a married couple in Mandaue want ten days in Italy and three in the Netherlands next spring. Italy is the main destination, so they lodge at the Italian VFS centre in Cebu.[7] Their appointment is on a Tuesday in early March.
On the Friday or Saturday before, they order one reservation for both names: Cebu to Rome via Singapore, Amsterdam back to Cebu via Singapore. The Italian list only asks for an itinerary copy, so this plus the hotel confirmations covers item 4 and item 8.[8] The couple's PSA marriage certificate goes in, as the checklist asks for spouses travelling together. Once the visas arrive, they buy real tickets, and those tickets are what they show at Mactan.
How to order from Cebu, step by step
- Find your office using the jurisdiction notes above.
- Read your checklist's flight item and decide whether you need a reservation at all.
- Use our booking form: cities, travel dates, and each person's surname and given names copied letter for letter.
- Pay $9 per passenger by card on our Razorpay checkout. See the price page for multi-city pricing.
- Watch your inbox; ten minutes is typical. Nothing yet? Look in spam or promotions.
- Test the PNR yourself on the carrier's website before the appointment, following our checking walkthrough.
Order status is always available on order tracking.
When should a Cebu applicant book the reservation?
Two to four days before the appointment is our usual advice. Holds last a fortnight at most; each airline picks the real cut-off, and certain fares lapse earlier. Ordering the moment you get a VFS slot a month away just wastes the hold. If the embassy keeps your passport longer than planned and later asks for current flight details, a fresh reservation then costs another $9.
Mistakes we would avoid in Cebu
- Showing the reservation at the Mactan immigration counter. Officers ask for a return ticket; bring the one you paid for.
- Paying for flights before a US interview. The State Department discourages it.
- Applying in Cebu when you live in Mindanao for Japan. Davao has its own consulate-general.
- Edited PDFs from "free generators". A booking that the airline's site cannot find is worse than none.
- Different dates on flight, hotel and leave approval.
Cebu FAQ
Can I collect my reservation from an office in Cebu?
No, there is nothing to collect. We run entirely online, so the reservation arrives as a PDF in your email, usually around 10 minutes after payment. You can print it at home, at a print shop near Ayala Center, or at the visa centre if it offers printing. Payment is $9 per traveller by card through Razorpay.
Does the Japan visa centre in Cebu require a flight booking?
No. The tourism checklist asks for your entry and departure dates with flight information where possible, and states that booking is not necessary. A reservation is optional. Some applicants like it because it gives exact flight numbers for the schedule of stay, but the embassy does not demand one, so do not feel pressured to buy anything.
Can I get a US visa in Cebu?
No. The US consular agency in Cebu serves American citizens only and explicitly does not provide visa services. Filipino applicants interview at the embassy in Manila. You also do not need a flight booking for that interview, because official US advice says buy flights only after approval.
Which Schengen countries accept applications in Cebu?
On official pages we checked in October 2026, Italy and the Netherlands both list VFS centres in Cebu City. Other Schengen states may also use VFS in Cebu; confirm on your destination embassy's website. Dutch rules accept an unpaid reservation, while Italy simply wants a copy of your itinerary.
Will the immigration officer at Mactan accept this reservation?
You should not use it there. The departure guidelines ask tourists for a round-trip or return ticket, and that means the real, paid ticket you buy after the visa is granted. Ours is paperwork for the consulate; no airline will board you on it.
I am a foreigner living in Lapu-Lapu. Can I apply in Cebu?
Usually, provided your residence here is legal. Italy's list, to take one case, wants foreign applicants to hold an ACR I-Card that outlasts their Schengen exit by three months or more. Each mission sets its own residence rules, so read the page for the country you are visiting before you book a slot.
For how many days is the booking held?
Two weeks is the ceiling, and the carrier may set less depending on the fare. Hence our habit of ordering a few days ahead of the slot instead of at the planning stage. You can check whether it is still active at any time on the airline's own booking page.

Please remember: a reservation supports a visa file; it does not decide it. Describe it as a reservation, keep every date consistent, and let the consulate make its own call.
