Bhubaneswar has more visa options on its doorstep than many people in Odisha realise, and one surprise. Italy's visa partner runs a centre at the Baramunda bus terminal, and VFS now lists a UK premium centre in the city. For most other European countries the consulate is in Kolkata. The surprise is the US: Odisha is not served from Kolkata at all, but from the US consulate in Hyderabad. Below we set out each office, quote what the official checklists say about flights, cover routes from Biju Patnaik International Airport, and explain how to order a reservation from home. We have no office in Odisha; everything happens online.
Bhubaneswar in one table
| Question | Answer from the official source (checked October 2026) |
|---|---|
| Airport | Biju Patnaik International Airport, Bhubaneswar (BBI), run by the Airports Authority of India[1] |
| US visa interviews | US Consulate General Hyderabad, whose district is Telangana, Andhra Pradesh and Odisha[2] |
| Germany | Consulate General Kolkata for national visas; Schengen files can go to any Indian VFS[3][4] |
| Italy | Consulate General Kolkata; VFS centre in Bhubaneswar (BSABT, Baramunda)[6] |
| France, Japan | Both consulates in Kolkata include Odisha[8][9] |
| UK | Premium Application Centre in Bhubaneswar, optional and at extra cost[10] |
| Spain | Odisha falls under the Embassy of Spain in New Delhi[12] |
| Our price | ₹699 for each person, UPI or card or netbanking |
Why is an Odisha US visa interview held in Hyderabad?
Because that is how the State Department draws its map. The US mission's page lists Hyderabad's district as Telangana, Andhra Pradesh and Odisha, while Kolkata covers West Bengal, Bihar, Jharkhand and the north-east.[2] Families in Cuttack or Puri often assume Kolkata is closer and therefore theirs. It is not.
As for flights: you do not need a booking for a US interview. Washington's visitor visa page is clear that tickets should wait until the visa is granted.[14] If you want something on paper to show a short visit, a reservation is optional, and you should call it a reservation if asked.
What can you submit in Bhubaneswar itself?
Italy. The Kolkata consulate lists two VFS addresses: one in Kasba, Kolkata, and one on the first floor of the Babasaheb Bhimrao Ambedkar Bus Terminal in Baramunda, Bhubaneswar.[6] Residents of Odisha (the page still writes "Orissa") are within its district, and submissions are taken Monday to Friday.
UK. A VFS media release of 12 May 2026 names Bhubaneswar among twelve UK Premium Application Centres in India. It stresses that these are optional, cost extra, and have no bearing on the decision; standard centres remain available.[10] We could not load VFS's full UK centre list in October 2026, so check which standard centre is nearest if you would rather not pay the premium.
Everything else. For France, Japan, the Netherlands, Spain and Germany's national visas, plan on Kolkata. The Netherlands' VFS list has Kolkata but no Odisha city, and Spain's partner lists a Kolkata centre on Sarat Bose Road.[11][13]
What do the checklists say about the flight?
This is where Odisha applicants need to read carefully, because one of the local options asks for more than most.
| Country | Where you file | Exact flight wording | Our honest view |
|---|---|---|---|
| Italy | VFS Bhubaneswar or Kolkata[6] | Recommends "fully paid and confirmed flight tickets"[7] | Our hold may not satisfy this; a refundable fare is safer |
| Germany (Schengen) | Any Indian VFS; decision in Mumbai[4] | "Flight reservation", plus a note that a booked ticket gets no faster processing[5] | Reservation fits |
| Netherlands | VFS Kolkata[11] | Paid ticket not required; a reservation in your name is enough[15] | Good match |
| UK | VFS, premium or standard[10] | "flight bookings (unless transiting)" are listed as not needed[16] | Usually skip it |
| USA | Hyderabad consulate[2] | Don't buy tickets before the visa[14] | Optional |
The Italian line deserves a second look. It is a recommendation rather than a hard requirement, but it clearly prefers paid, confirmed tickets. If you file with Italy through Bhubaneswar or Kolkata, we would not pretend our reservation is something it is not. A refundable fare is the safer way to follow that recommendation. For Germany and the Netherlands, a held reservation matches the wording directly.

Which flights from BBI make sense on a reservation?
Biju Patnaik International is a smaller international airport, so most long-haul trips connect somewhere. That is normal and nothing to worry about.
IndiGo describes itself as the first Indian airline to start international flights from Bhubaneswar, with its maiden Dubai service on 15 May 2023, and it sells Bhubaneswar to Dubai on its site.[17] Air India Express shows fares from Bhubaneswar to Dubai, Sharjah and Muscat.[18] Check on the day whether a given date is nonstop or one-stop.
For Europe, the usual shapes are BBI to a Gulf hub and on, or BBI to Delhi, Mumbai or Kolkata and then a long-haul flight. Since 3 June 2026, the Kolkata consulate says, Indians changing planes at a German airport no longer need an airport transit visa, which makes Frankfurt or Munich an easy connection.[3] Whatever you pick, the arrival in Schengen and the departure back should match the dates on your form.

Making the Kolkata trip work
If your consulate or centre is in Kolkata, treat it as an overnight trip. Arrive the evening before, carry two printed sets of everything, and keep the PDF on your phone too. For the German national visa route (study, work, family reunion), the Kolkata consulate's district explicitly includes Odisha, so that is where your interview will be.[3] Whether a national visa needs any flight booking depends on its category checklist.
A small practical tip: if you will fly to Kolkata for the appointment, that domestic flight is not part of your visa itinerary. Your reservation should show the international trip you are applying for, not the hop to the consulate.
Example: a Bhubaneswar engineer at a trade fair in Milan
Suppose an engineer from Patia is invited to a trade fair near Milan in March. Italy's Kolkata consulate covers Odisha and takes files at the Baramunda VFS centre, so he can submit without leaving the city.[6]
His checklist recommends fully paid and confirmed flight tickets.[7] Here we would tell him straight: his company should buy a refundable fare, or he should accept that a held booking may not satisfy that recommendation. We would rather lose a sale than have him guess. If the employer is relaxed about it and the VFS staff accept a reservation, he can order one a few days before, but the choice should be informed.
Example: a Cuttack family's summer in Germany
Now take a family of three from Cuttack visiting a cousin in Hamburg. Germany's tourism list asks for a "Flight reservation", and the Schengen file can go to any VFS centre in India, with Mumbai deciding.[4][5] They book a slot, say for 9 April.
We would order the reservation on 6 or 7 April: one PNR, three names exactly as on the passports, BBI to Hamburg with a connection. The cousin's invitation, the insurance and the father's leave letter all show the same dates. That keeps the file tidy without paying full fares before a decision.
Example: Rourkela parents and a US visit
Take a couple from Rourkela whose daughter is doing a master's degree in Texas. They want to attend her graduation. Their interview is not in Kolkata, as their neighbours assumed, but at the US consulate in Hyderabad, because Odisha belongs to that district.[2]
We would advise them not to order anything before the interview. Their DS-160 needs planned dates only, and US guidance tells applicants to hold off on tickets until approval.[14] What matters more is the daughter's enrolment letter, their own finances and their ties to Odisha. After the visa is stamped, they can buy a real fare, perhaps BBI to a Gulf hub and on to Dallas. If they still want a printout of planned dates for comfort, a reservation does no harm, provided they call it what it is.
Which Odisha applicants actually need a reservation?
Fewer than you might think, and it depends entirely on the destination.
Germany and the Netherlands name a reservation in their lists, so for those it is the right document.[5][15] For Italy filed through Baramunda or Kolkata, the consulate leans towards paid tickets, so think about a refundable fare instead.[7] For a UK visit, GOV.UK says you need not send flight bookings at all.[16] For the US, it is purely optional. France and Japan generate or publish their own lists through their partners; follow whatever yours says, and skip the reservation if it is not asked for.
What to take to Baramunda or Kolkata
- A clear printout of the reservation showing each traveller's full name as in the passport.
- The PNR and airline noted on your covering letter.
- Identical dates on hotel bookings, insurance and the employer's or college's letter.
- Your appointment confirmation and the centre's fee receipt, if paid online.
On the eve of the appointment, pull the PNR up on the carrier's site. A changed timing is far easier to fix from your sofa than in the queue.

When to order before an Odisha appointment
Aim for two to four days ahead. Holds run for up to 2 weeks, and Odisha applicants should know the airline picks the exact length, which can be shorter. Booking as soon as you get a slot five weeks out is wasted effort. If processing drags on and the consulate wants current travel details, order a replacement then.
Students and workers leaving Odisha
Long-stay visas follow different rules from tourist ones. For Germany, a study, job-seeker or work visa is a national visa, and the Kolkata consulate is the office for Odisha residents.[3] Italy's Kolkata consulate also lists Odisha in its district for its own national visas.[6]
Our advice for these files is simple. Read the category checklist line by line. If it does not mention a flight, do not add one; it is not evidence of anything the officer is assessing. If it asks for travel details, a reservation dated around your course start or joining date keeps things consistent. Hold off on paying for the real flight until the visa is stamped; term dates and joining dates shift more often than students expect.
Common slips we see
- Booking a US interview in Kolkata when Odisha belongs to Hyderabad.
- Ignoring Italy's "fully paid" recommendation and hoping nobody notices.
- Paying the UK premium fee without realising it is optional.
- Names that differ between the passport and the booking, such as a missing middle name.
Bhubaneswar FAQ
Where do Odisha residents attend a US visa interview?
At the US Consulate General in Hyderabad. The US mission groups Odisha with Telangana and Andhra Pradesh, leaving Kolkata to West Bengal, Bihar, Jharkhand and the north-east. You need no flight booking to attend, and US guidance says tickets should be bought only after approval.
Is there a visa application centre in Bhubaneswar?
Yes, for some countries. Italy's Kolkata consulate lists a VFS centre at the BSABT bus terminal in Baramunda, and VFS names Bhubaneswar among its UK Premium Application Centres, which cost extra. For France, Japan, the Netherlands and Spain we found the nearest listed centres in Kolkata.
Will a reservation satisfy Italy's checklist from Kolkata?
Possibly not. Italy's Kolkata list leans towards tickets that are already paid for and confirmed. Ours is an unpaid hold, so it might not be enough there. Buying a refundable fare fits the advice better, and the consulate alone decides what it will take.
Can I fly to Europe from BBI?
We found no nonstop Europe service on the airline pages we checked. People usually connect through a Gulf hub or an Indian metro. IndiGo and Air India Express both sell Gulf routes from Bhubaneswar. A one-stop itinerary on your reservation is perfectly ordinary.
Can I submit an Italian visa in Bhubaneswar if I live in Cuttack?
Yes, as far as the official page shows. Italy's Kolkata consulate covers the whole of Odisha and lists the Baramunda VFS centre as one of its two submission points, so a Cuttack, Puri or Berhampur address qualifies. Bring proof of where you live, and read the 2026 tourist checklist closely, especially its line on paid tickets.
How do I pay from Odisha?
Online, through Razorpay. Any UPI app works, as do Indian cards and netbanking. Each traveller costs ₹699, single or return; a multi-city plan adds ₹699 for each extra two sectors. We have no physical office, so cash is not possible.
How long does the reservation last?
A fortnight at most, with the carrier choosing the exact span. Order close to your appointment. Rescheduled? Order another hold that fits the revised date.
Will a German study visa from Odisha need flights?
Usually not at the filing stage. Student and work visas are national visas, and for Odisha residents the Kolkata consulate handles them. Each category has its own checklist. If yours does not ask for a flight, leave it out; book the real journey once the visa is issued.
