The Malta High Commission in New Delhi decides short-stay applications from India, and it also handles files from Nepal and the Maldives through VFS Global.[4] On flights, its checklist is short and friendly: a return reservation is what it names. The trickier parts are elsewhere. Malta wants three blank passport pages, insurance from an approved Indian insurer, and a notarised declaration if you stay with a host. This guide quotes the Maltese wording, compares it with what Malta's centres in the UAE and the Philippines ask for, and shows how a reservation fits the rest of your papers. What does Malta's checklist say about flights?
The India tourism checklist puts it in one line, item 6: "Flight reservations of return or round ticket." Underneath, it adds that if you are visiting several Schengen states you need "proof of intra-Schengen Flight reservation, Train Itinerary or Car rental."[3] Nothing on the list asks for a paid fare, a receipt or an agent's stamp.
Item 5 is the one people skip. It asks for a cover letter stating "the purpose of travel, duration, names of accompanying persons, transport and accommodation details."[3] So your flights appear twice: once as the reservation printout, once in your own words. Make the two match exactly.
The same tourism list is used for Nepal applicants, with a Nepali citizenship document in place of the Aadhaar line.[5] If you are a Nepali citizen applying in Kathmandu, the flight wording is identical.
How does the wording change outside India?
Malta's checklists are written per country, and they do not all agree. Two examples show the range.
- VFS Global, India (Malta High Commission, New Delhi): "Flight reservations of return or round ticket."[3]
- VFS Global, Philippines: "Copy of the roundtrip airline booking with Passenger Registration Number (or booking number) and travel itinerary." The same item adds: "It is recommended not to buy the ticket until the visa is granted."[7]
- VFS Global, UAE: "Confirmed Flight Booking (stamped and signed by travel agent) or copy of the actual flight ticket showing the full itinerary starting at least 15 days after the day of submission of the visa application."[6]
The Manila list is the most helpful sentence any Maltese checklist offers: hold off buying until the visa is decided. The UAE list is the strict one. It wants a "confirmed" booking that a travel agent has stamped and signed, or the actual ticket. A held reservation emailed to you may not satisfy that wording, and we would not pretend otherwise. UAE residents should either ask a local agent to issue and stamp a confirmed booking or buy a refundable fare. One more representation detail from the VFS India page: applicants in Bangladesh do not go to Malta at all. They submit short-stay applications to the Embassy of Italy in Dhaka.[4] That means Italy's checklist, not Malta's, sets the flight wording there; our Italy visa guide covers it.
Is a held reservation enough for Malta?
From India and Nepal, yes. From the UAE, probably not on its own. Here is the same answer laid out by wording.

Our view for Indian applicants is simple. Malta's own list asks for a reservation, so paying for a non-refundable fare before the decision adds risk and gains you nothing.
How do you apply for Malta from India?
You book a slot with VFS Global, pay the visa fee, and submit in person. The High Commission decides; VFS only collects. Note how the clock works. The VFS page says the 15-day processing time starts when the file reaches the High Commission, and asks you to allow another three to six days for documents to travel between VFS and the mission and back.[4] Files lodged in Cochin, Lucknow or Nepal may take up to 3 days to arrive; Maldives files up to 6 working days.[4]
Two submission rules on the checklist deserve a sticky note. First, documents "should not be printed back-to-back". Second, anything missing must reach VFS within 5 working days of your appointment, with the original receipt and the marked checklist.[3] After that, the file is decided on what is in it.
Example: say your appointment is on Monday 9 November in Bengaluru. Your file might reach New Delhi midweek, and the 15 days start then. A decision near the end of November is realistic; a flight on 20 November is not. That is why we suggest booking the slot four to six weeks before departure, which matches the VFS advice.
What does a Malta visa cost, and how early should you apply?
The VFS India page shows €90 for adults and €45 for children between 6 and 12, collected in rupees at the current rate (INR 9,994 and INR 4,997 when we checked). The service charge is INR 2,931, and optional extras such as courier, SMS updates or a lounge are priced separately.[4] The visa fee and the VFS charges are not refunded if the visa is refused.[4] Under EU rules, children under 6 pay no visa fee.[1]
On timing, the official wording is a little inconsistent, so read it carefully. The checklist says to submit "at least 15 days prior to date of travel".[3] The VFS page invites applications up to 6 months ahead, and in another note says to submit between 15 days and 3 months before departure.[4] The EU allows six months.[1] In practice, applying four to eight weeks ahead keeps you inside every version.
Is Malta really your main destination?
Malta is the right consulate when it is your sole Schengen stop, holds the largest share of your nights, or is the real reason for going. If nights are equal, it is the country you enter first.[1] The VFS page repeats this rule.[4]
Some travellers pair Malta with Sicily or Rome. If you do, count the nights. Seven nights in Malta and three in Sicily: Malta is right. Four nights in Valletta, then five across Rome and Florence: Italy should get the file, even if you fly into Malta first. If you do combine, the checklist wants each internal leg shown: a flight, a train itinerary or a car rental.[3] A ferry between Sicily and Malta counts as transport too, so include that booking if you plan to sail. A multi-city or open-jaw reservation can show you flying into one country and home from the other.
What should a Malta flight reservation show?
- A return or round trip starting and ending in the country where you live, which is the exact phrase on the list.[3]
- Every traveller by passport name, including children who appear on the cover letter's list of companions.
- Dates that sit inside your insurance. Malta wants the policy to cover "the entire duration of the trip including the date of arrival and departure", bought from one of the Schengen-recognised insurers in India.[3]
- Dates that match your accommodation. Either a confirmed hotel booking or the Declaration of Proof signed by your host and witnessed by a Maltese public notary.[3] Need hotels for the gaps? See hotel booking for visa.

- A PNR that works on the airline's "Manage booking" page, so anyone reviewing the file can open it.
Preparing the flight side of a Malta file
- Settle the route and nights so Malta is clearly the main destination.
- Download the current checklist from VFS for your country of residence. India and the UAE lists differ a lot.
- Book the VFS slot, ideally four to six weeks before departure.
- Buy insurance from an approved insurer that covers arrival and departure days.
- Book the flight reservation on our booking page roughly 72 to 96 hours ahead of the appointment. Expect the hold to last up to 2 weeks; the precise period is the airline's call.

- Write the cover letter with the same flights, hotels and companions.
- Print single-sided, as the checklist asks, and keep photocopies of originals.
Where Malta files tend to go wrong
- Two blank pages instead of three. Malta's tourism checklist asks for at least three.[3]
- Insurance from an unlisted company, or a policy that starts the day after you fly.[3]
- A host declaration without a Maltese notary. The list asks for the originals to be witnessed by one.[3]
- A cover letter that names different flights from the reservation, or forgets a companion.
- Missing documents sent late. The window is 5 working days.[3]
- A UAE applicant using the India wording. Dubai and Abu Dhabi ask for a confirmed, stamped booking or a ticket.[6]
Onward and return checks at check-in and at Malta's border
Holding a visa is not the same as being admitted. Under the Schengen Borders Code, you must be able to justify the purpose and conditions of your stay and show enough money for the stay and the return journey.[8] Guards at Malta International Airport can ask for the same papers you gave VFS, so carry copies of hotels, insurance and your real return ticket.
By the time you fly, the reservation has done its job. Buy the actual ticket once the visa is issued, for dates inside the sticker's validity. Airlines check that your visa covers the trip; at the border, a paid return ticket is the cleanest answer to "when are you leaving?"
Can the High Commission check your reservation?
The checklist warns that the High Commission will refuse applications "accompanied by forged documents".[3] It does not say how flights are checked. A genuine PNR opens on the airline's site with the surname, so verification takes seconds. The EU Visa Code (Article 32) also makes a false document grounds for refusal.[2] We issue real, held reservations only. We never edit or invent a booking.
Malta visa flight reservation: common questions
Must I show a confirmed ticket to get a Malta visa in India?
No. Malta's tourism list at VFS India simply asks for "flight reservations of return or round ticket". A held round-trip reservation with a live PNR meets that wording. Buy the paid ticket after the High Commission issues the visa, and choose dates inside the validity printed on it.
I live in Dubai. Will a reservation work for Malta?
Maybe not. Malta's UAE checklist asks for a confirmed flight booking stamped and signed by a travel agent, or a copy of the actual ticket, with travel starting at least 15 days after submission. Ask a local agent for a stamped confirmed booking, or buy a refundable fare, and keep the cancellation terms with your papers.
How many blank pages does my passport need for Malta?
The tourism checklist asks for at least three blank pages, which is one more than many Schengen countries. It must also be under 10 years old from issue and stay valid for at least three months after your trip. Check this before booking the appointment.
Do I need train or ferry bookings if I also visit Sicily?
Yes. The checklist asks applicants visiting several Schengen states for proof of internal travel, naming flight reservations, train itineraries and car rental. A ferry booking is transport proof in the same spirit. Also count nights: if Italy gets more nights than Malta, you should apply to Italy instead.
When should I book the flight reservation for my Malta appointment?
Aim for the week of your VFS appointment, a few days before it. Holds last up to two weeks at most, with each airline fixing its own limit. Booking a month early risks the hold lapsing before the file is examined, which leaves the officer with a booking that no longer opens.
How long does the Malta High Commission take?
The VFS India page gives a standard time of 15 days, counted from when the file reaches the High Commission in New Delhi. Add a few days for transfer from VFS, more from Cochin, Lucknow, Nepal or the Maldives. VFS recommends applying at least four weeks before travel.
Is a dummy ticket legal for Malta?
Yes, when it is a real airline hold: that is precisely the document Malta's India checklist describes. A fabricated or edited ticket is not, and the checklist says forged documents lead to refusal. Call the document a flight reservation in your cover letter, and make sure the trip it describes is the one you intend to take.
