Luxembourg gives the plainest answer on flights of any Schengen country we have read. Its embassy in New Delhi writes that a paid ticket "is not required", and the VFS page adds that the Embassy "is not asking for confirmed air tickets".[3][4] So the question for most Indian travellers is not about the flight at all. It is whether Luxembourg is genuinely the main stop, and how you get there if you land in a neighbouring country first. This guide covers the Indian checklist line by line, shows which country decides your file when Luxembourg has no embassy where you live, and points out the one place where a paid ticket can still appear. What does Luxembourg's checklist say about flights?
Item 7 of the Embassy's tourist checklist for India reads: "Proof of the means of transport (reservation or booking; presentation of a paid ticket is not required). Including intra-Schengen connecting flight/train/bus ticket to Luxembourg. If connecting travel by car, please mention it."[3]
Three things follow from that sentence. A reservation is enough. You must also show how you get from your Schengen arrival point to Luxembourg, because most travellers from India land somewhere else first. And if you plan to drive, say so in writing.
The VFS page backs this up in separate words: "The Embassy is not asking for confirmed air tickets."[4] For cultural, sport or conference visits, the Embassy's list asks for "A copy of the return ticket to India or the reservation", which again leaves the choice to you.[5]
Item 6 is the companion to the flight line: a "complete travel program including itinerary, dates and places to be visited."[3] Write it day by day. It is the document that ties your flights, trains and hotel nights into one story.
How will you actually reach Luxembourg?
Unless you find a direct flight from your city, your route will pass through a larger European hub and finish with a short flight, a train or a coach. The checklist asks for that last leg by name.[3]
Here are three common shapes, offered only as examples:
- Fly to a nearby hub, then a connecting flight to Luxembourg. One reservation can show both flights.
- Fly to Brussels, Paris or Frankfurt, then rail or coach. Add the train or bus reservation to the file.
- Fly in, pick up a hire car and drive. Include the car booking and mention the drive in your cover letter, as the checklist asks.
Whichever you choose, the return must bring you home to the country where you live. If you fly in to one city and out of another, an open-jaw reservation shows that cleanly.
Who decides your Luxembourg visa outside India?
Luxembourg has a small diplomatic network. Where it has no visa section, another Schengen country takes the application, usually Belgium. The Luxembourg foreign ministry lists the competent office country by country.

Qatar is the case to watch. The joint Belgium/Luxembourg checklist accepts a round-trip reservation to apply, but it also says that at collection, if the visa is granted, you may need an "Actual flight ticket (nonrefundable and non-transferable)".[11] In other words, a reservation fits the application stage, and a paid ticket may be asked for afterwards, once the decision is known. So is a held reservation enough?
For an application filed in India or the UAE, yes; both lists name a reservation. For Qatar, yes at submission, with a possible paid ticket at collection. For anywhere else, read the checklist of the mission that takes your file, which may be Belgian. Where that list demands a paid or confirmed fare, a held booking might fall short, so ask the mission first.
Our honest opinion: with Luxembourg's Indian checklist spelling out that a paid ticket is not required, there is no reason to buy a fare before the decision.
How the Indian application works
You apply through VFS Global, which forwards files to the Embassy in New Delhi. VFS says files take 1 to 4 days each way between the centre and the Embassy, depending on location.[4] For tourist visas, only the applicant may submit, in person; representatives and travel agents may not do it for you.[4]
The financial section is more particular than most. Alongside three months of salary slips, the list asks for an original bank letter showing the account status for three months, signed by the branch manager, a bank letter stating your credit card limit, and income tax returns for at least two years.[3] Collect those letters early; banks rarely produce them in a day.
Also on the list: copies of Schengen visas from the last five years, a photo under six months old that is "non-edited and no-filter used", and insurance of at least €30,000 for the whole stay.[3]
Travelling with children or on a multiple-entry visa
Minors under 18 travelling alone need written consent from both parents or guardians, certified by a public notary. A child travelling with only one parent needs the same certified consent from the other, along with copies of the parents' identity documents bearing their signatures.[3]
If you are asking for a multiple-entry visa, the insurance line has an extra step. The checklist says an additional declaration covering further journeys needs to be signed.[3] Your reservation only needs to cover the first trip; the declaration speaks for later ones.
For families, every child's name must appear on the flight reservation exactly as printed in their passport. A booking that lists two adults and "2 children" without names does not show who is travelling.
Fees, timing and the 15-day cut-off
VFS lists INR 9,330 for adults and INR 4,665 for children between 6 and 12, with no fee under 6; the rupee amount moves with the exchange rate. Neither the visa fee nor the VFS charges come back after a refusal.[4]
The timing advice is clear. Apply at least four weeks ahead, or six from March to June. If the Embassy receives your file less than 15 calendar days before travel, it can deem it inadmissible and return it unprocessed.[4] Under EU rules you may apply up to six months before the trip.[1]
Example: you want to see Luxembourg City and the Moselle valley from 2 May. That is peak season under the Embassy's definition, so we would book the VFS slot no later than mid-March and the flight reservation a few days before it.
Is Luxembourg your main destination?
If Luxembourg is a day or two inside a longer Benelux or Rhine trip, it is probably not the country to apply to. The VFS page states the rule plainly: apply to the country of the longest stay or main purpose, and to the country of first entry only if stays are equal.[4]

What your Luxembourg reservation should show
- The international legs out of and back to your country of residence.
- The connecting leg into Luxembourg, by flight, train or bus, or a note that you will drive.[3]
- Names exactly as printed in each passport.
- Dates that agree with the travel programme, the hotel booking and the leave letter from your employer.[3]
- A PNR that opens on the airline's own "Manage booking" page.
Getting the flight part ready, in order
- Confirm Luxembourg has the most nights or is the main purpose.
- Find the mission that takes your file: New Delhi from India, Abu Dhabi from the UAE, Belgium in Qatar, Saudi Arabia or Kuwait.
- Book the VFS slot four to six weeks ahead.
- Request bank letters as soon as the slot is fixed.
- Write the day-by-day travel programme.

- Add train, coach or car bookings for the last leg.
Small things that trip up Luxembourg files
- No proof of the final leg into Luxembourg after landing in a neighbouring country.[3]
- An agent turning up to submit a tourist file. Only the applicant may submit.[4]
- Bank statements printed from net banking when the list asks for a signed letter from the branch manager.[3]
- An edited or filtered photo.[3]
- Applying under two weeks before travel, which risks the file being returned.[4]
- Applying to Luxembourg for a trip where it gets the fewest nights.
Checks at boarding and at the Schengen border
Your Schengen entry may happen in Frankfurt, Paris or Brussels rather than Luxembourg, and the guard there applies the same rules. Under the Schengen Borders Code, you may be asked to show the purpose of the trip, where you will stay, and enough money for the stay and the return.[12] The joint Belgium/Luxembourg checklist adds that holders "must keep with him/her all the documents" used for the visa, as they may be required at immigration control.[11]
By then you should hold a paid ticket bought after the visa came through. The reservation was for the application; it is not a boarding document.
Can the Embassy check the reservation?
The Embassy does not publish its method. A real PNR can be opened by anyone with the surname on the airline's website. Submitting a false document lets a consulate refuse under Visa Code Article 32.[2] We hold genuine bookings and never alter or invent one.
Luxembourg visa flight reservation: your questions
Is a purchased fare needed for Luxembourg when applying in India?
No. Luxembourg's New Delhi checklist wants proof of the means of transport and states that "presentation of a paid ticket is not required". VFS adds that the Embassy is not asking for confirmed air tickets. A held round-trip reservation with a working PNR, plus your connecting leg, fits the list.
I live in Qatar. Who handles my Luxembourg visa?
The Embassy of Belgium in Doha, according to Luxembourg's foreign ministry. The joint Belgium/Luxembourg checklist accepts a round-trip reservation when you apply, but warns that an actual non-refundable, non-transferable ticket might be requested when you collect the visa. Budget for a paid fare at that stage.
Do I need a train ticket from Brussels or Frankfurt to Luxembourg?
You need proof of how you will get there. The checklist asks for the intra-Schengen connecting flight, train or bus ticket to Luxembourg, and a note if you will drive. A rail or coach reservation for the planned date is the simplest way to show it.
Can a travel agent submit my Luxembourg tourist application?
Not for tourist visas. The VFS page says only the applicant may submit a tourist file in person, and that representatives and travel agents are not authorised to do it. Agents can still help you prepare, but plan to attend the appointment yourself.
How early should I apply for a summer trip?
The Embassy recommends at least four weeks before travel, and six weeks from March to June. Files received less than 15 days before travel can be treated as inadmissible. For a June trip, booking the VFS slot in April gives you a reasonable margin.
When should I book the reservation?
A few days before the VFS appointment. Holds expire after two weeks at most, sooner on some airlines, so booking right before submission keeps it live while the Embassy reviews your file. Book the paid ticket only after the visa is issued.
