Dummy Ticket for Bulgaria Visa: Reservation at Filing, Ticket at Issue

Bulgaria's Foreign Ministry says that for individual tourism you may file a flight reservation with your visa application, but the ticket itself may be asked for when the visa is issued. So a genuine held booking works for the appointment; be ready to buy the real fare before you collect the passport.

Bulgaria is unusual in one helpful way: its Foreign Ministry has actually written down when a reservation is enough and when the real ticket is wanted. Few countries are that clear. This guide quotes that wording, explains how to plan around it, and covers the rest of a Bulgarian Schengen file for Indian travellers and residents of the Gulf. Each official point is linked in the Sources list at the bottom of the page.

Who needs a visa for Bulgaria?

Indian passport holders do. India is on the EU's common list of nationalities that need a visa, which the Commission links from its Schengen visa page.[6] Bulgaria now applies that list as a full Schengen state, so you apply for a normal uniform visa.

Since January 2025 the visa works both ways. A Bulgarian Schengen visa covers the other 28 states, and a Schengen visa from Greece, Germany or anywhere else in the area lets you into Bulgaria. The embassy you approach is still decided by where most of your nights fall. Most nights in Bulgaria means a Bulgarian application. If you're doing ten days in Greece and three in Sofia, apply to Greece; our Greece guide covers that file.

Citizens of the UK, US, Canada and other visa-free countries can visit for short stays without a visa. If you live in the UAE or Saudi Arabia on an Indian passport, you need a visa and you normally apply where you hold residence.

What exactly does Bulgaria's Foreign Ministry say about tickets?

The Ministry's information sheet on short-stay "C" visas lists what you need for each purpose. Under "Unorganized /individual/ tourism", it reads:[3]

  • Mfa.bg, tourism: "Reservation from a Bulgarian tourist accommodation facility /hotel/; reservation or a return airplane ticket /on submitting the application a reservation may be produced and on issuing the visa – the ticket itself / or proof of possession of resources for departure."
  • Mfa.bg, general list, point 7: "documents certifying the possession of the required financial resources to leave the country or a ticket".

Read that slowly, because it answers the question most applicants ask. At the appointment, a reservation is explicitly allowed. At issue, the consulate may ask to see the ticket. The same sentence also allows proof that you have the money to leave instead of a ticket, which is useful if you're travelling overland or haven't settled your route.

Organised tourism works differently. For group tours, the sheet asks for a voucher from the sending agent and a group list, and only accredited travel agents may submit those files.[3]

About this sheet: we could not find a publication date on it. Some parts were written before Bulgaria joined Schengen (its transit section talks about Romanian and Cypriot national visas, for example). The tourism wording above is still the clearest official statement we found in October 2026, but follow your appointment centre's list if it says something different.

How to plan for "reservation now, ticket at issue"

The sensible way to handle Bulgaria's two-stage wording is to keep your money safe until the visa is approved, and then pay for the fare you actually want.

  1. At the appointment: submit a genuine reservation with a live booking reference, matching your hotel and insurance dates.
  2. While you wait: do nothing with flights. Don't buy a non-refundable fare on the hope of approval.
  3. If the centre or embassy asks for a ticket before issue: buy the real fare then, ideally on the same dates and route you showed, and send it in the way they ask.
  4. At the border: carry that paid ticket. Your reservation has done its job by then.

An example. Say you apply on 6 November for a trip from 2 to 12 December. You'd book the reservation around 3 or 4 November. If on 18 November the embassy emails asking for the ticket before releasing the passport, you buy it that day. If nobody asks, you buy it after collection. Either way you never paid for a seat you might not use.

A small honesty point: if you are asked for "the ticket", send a paid ticket, not the reservation again. They are different documents, and the sheet names both.

The rest of the Bulgarian checklist

The Ministry's general list for a short-stay visa runs to eight items.[3] In plain English:

ItemWhat the Ministry asks forTip from the desk
1–2. Passport and copiesA regular passport, plus copies of the data page and any visas or residence permits.Include old Schengen visas; they help show travel history.
3. PhotoA recent colour passport-size photo.Use the Schengen 35×45 mm format.
4. Purpose documentsFor tourism: hotel reservation and flight reservation or ticket.Hotel nights should line up with the flight dates exactly.
5. Living costs€50 per day, minimum €500, or prepaid tourist services.Ten days means €500; fifteen means €750.
6. Accommodation money€50 per day, or prepaid lodging, or a host's invitation-declaration.A prepaid hotel covers this line on its own.
7. Money to leaveFunds to depart, or a ticket. The return leg of your reservation shows the plan.
8. Insurance€30,000 minimum, EU-licensed insurer, covering the whole stay.Check the insurer, not just the amount.

If someone in Bulgaria is hosting you, their invitation-declaration has to be notarised and also legalised by the Migration Directorate of the Interior Ministry. That takes time, so start it early.[3]

Where do you apply from India?

Short-stay applications go through VFS Global. When VFS announced Bulgarian long-stay services in India in October 2025, the Bulgarian Ambassador noted that VFS was "already managing" the short-term visa service.[4] Long-stay centres opened in Ahmedabad, Bengaluru, Chennai, Kolkata, Mumbai and New Delhi; check the VFS site for which of those take short-stay files when you book.[4] VFS only collects the file; the decision belongs to the embassy.

The Embassy of Bulgaria in New Delhi lists a consular phone line for visa questions (+91 966 776 5100) and says appointments at its own counter are made by email only.[5] If you have a question about the ticket wording, that is the place to ask.

Do you need a transit visa to pass through Bulgaria?

Usually not, if you already hold the visa for your trip. The Ministry's sheet defines airport transit as arriving from one state and leaving for another within two days.[3] Its land-transit visa needs proof of onward transport and at least €50 per passage. With Bulgaria now in Schengen, a valid uniform visa covers you anyway. The tricky case is an Indian traveller crossing Bulgaria by road to Turkey, with no Schengen visa at all; then ask the embassy. Our transit visa guide and Turkey guide may help.

What will the officer at Sofia airport want to see?

Say you are flying into Sofia (SOF), the capital's airport. If your connection is in another Schengen country, such as Frankfurt or Vienna, you pass Schengen entry control there, and the Sofia arrival is treated as an internal flight. If you connect in a Gulf city or Istanbul, Sofia is where you're checked.

The entry rules are the same across Schengen: a valid passport and visa, a stay within 90 days in any 180, and proof of purpose and money for the stay and the journey home.[6] Bring your paid return ticket, hotel confirmation and insurance. A one-page day plan in your bag does no harm.

Slips that weaken a Bulgarian file

None of these come from a rulebook; they are the gaps between documents that a careful officer will notice. Each one is easy to fix before the appointment.

  • Hotel and flight dates a day apart. A late-night arrival on the 3rd with a hotel from the 4th leaves a night unexplained. Either book the night of the 3rd or note the overnight arrival in your cover letter.
  • Money that doesn't add up. The Ministry's minimum is per day, so a 12-day stay needs at least €600 for living costs before accommodation. Statements showing less invite questions.
  • Insurance from the wrong kind of company. The sheet asks for an insurer licensed in the EU. A cheap policy that doesn't say so may be returned.
  • A host letter that isn't legalised. Private visits need the invitation-declaration notarised and legalised by the Migration Directorate, not just signed.
  • Calling the reservation a ticket. The sheet itself separates "reservation" from "the ticket itself". Use the same words in your form and letter.
  • A reservation booked weeks early. A hold that expired before the officer reads it proves nothing.

Combining Bulgaria with Romania, Greece or Turkey

Bulgaria sits between three popular stops, and many trips touch more than one. With Romania and Greece the visa side is now simple: all three are full Schengen states, so one uniform visa covers the lot, and you apply where you'll sleep most. Your reservation should show the way in and the way out of the area; internal legs by bus or train are best listed in the day plan.

Turkey is different. It is outside both the EU and Schengen, so leaving Bulgaria for Istanbul is an exit from the area, and coming back is a fresh entry. If your trip goes Sofia, Istanbul, then back to Sofia, ask for a multiple-entry visa and say why in the cover letter. Indian passport holders also need to sort out Turkish entry separately; our Turkey guide covers that side.

For multi-country plans in general, hotel bookings for multi-city trips shows how to keep each stay in line with each leg.

Step by step: getting your Bulgaria reservation right

  1. Decide if Bulgaria is your main stop. If another country gets more nights, that country takes the application.
  2. Book hotels first. The flight dates should follow your hotel check-in and check-out, not the other way round.
  3. Reserve the flight close to the appointment. Our holds last up to two weeks, though each airline decides its own cut-off.
  4. Check every name against the passport, including middle names and the order they appear in.
  5. Look it up yourself on the airline's "Manage booking" page. See how to verify before submission and how officers check reservations.
  6. Keep your dates consistent with insurance; our insurance and itinerary dates guide shows common slips.
  7. Buy the real fare when asked or after approval.

One-way and round-trip bookings cost one flat fee per passenger:

Longer multi-city routes add that fee again for every further two legs. Checkout runs on Razorpay with UPI, debit or credit cards and netbanking. Need a hotel too? See hotel bookings for visa files.

Bulgaria visa flight questions

Is a dummy ticket accepted for a Bulgaria visa?

A genuine flight reservation is accepted at the application stage for individual tourism, according to the Bulgarian Foreign Ministry's own sheet: "a reservation may be produced". The same sheet says the ticket itself may be required when the visa is issued. So plan to submit a reservation and buy the fare only if asked, or once approved.

Will the embassy ask me to buy a ticket before issuing the visa?

It may. The official wording allows it to ask for the ticket at the issuing stage, or for proof that you have money to leave. Not every applicant is asked. If you are, buy a fare on the dates you showed, preferably one you can change, and send it as instructed.

Can I enter Bulgaria with a Schengen visa from another country?

Yes. Bulgaria has been a full Schengen member since 1 January 2025, so a valid uniform visa from any member state covers it, within your 90/180-day allowance. Apply to the country of your main destination, which may or may not be Bulgaria.

How much money do I need to show?

The Ministry asks for at least €50 per day of stay, with a floor of €500, plus at least €50 per day for accommodation unless it's prepaid or a host covers it. A prepaid package can replace the daily living amount. Bank statements and a prepaid hotel are the simplest proof.

Where do Indians submit a Bulgarian visa application?

Through VFS Global, which manages Bulgaria's short-term visa service in India. Book the slot on the VFS Bulgaria India site. The decision is made by the Embassy of Bulgaria in New Delhi, which also takes questions on its consular phone line.

Do I need a return flight if I'm leaving Bulgaria by bus to Turkey?

Not necessarily. The tourism wording accepts "proof of possession of resources for departure" in place of a return air ticket. Show a coach booking or your route plan plus funds. If Turkey needs a visa for your passport, include that too.
