Dummy Ticket for Slovenia Visa: What the Embassy Asks For

Slovenia is a small country with a short checklist, and that works in your favour. The embassy's own list for India names a single flight document: "Flight reservation of return or round ticket". Nowhere does it ask you to pay for a fare before the decision.^[4] This guide walks through who needs the visa, where Indian and Gulf residents actually hand in the file, what the embassy wants to see about flights, and where a held reservation stops being enough. Slovenia visa key facts

Who needs a visa for Slovenia?

If you hold an Indian passport, you do. Slovenia applies the common EU visa list, and the New Delhi embassy's page names India along with five neighbouring countries whose citizens need a visa before travelling.^[3] Diplomatic passport holders on short stays are a narrow exception; ordinary tourists, business travellers and family visitors all apply.

A few other cases come up often at our desk:

• Indian nationals living in the Gulf usually apply where they reside, not in India. That changes the address, and sometimes the country handling the file (see below).
• UAE citizens do not need a short-stay visa for Slovenia, according to the embassy in Abu Dhabi. Their expatriate residents generally still do.^[7]
• Anyone already holding a valid multiple-entry Schengen visa issued by another member state can visit Slovenia on it, within the 90/180 limit. You do not need a fresh Slovenian sticker.^[1]

Slovenia should be your consulate only when it is the main destination: the most nights, or the first entry if nights are equal. A week at Lake Bled followed by two nights in Venice belongs with Slovenia. Where do you apply, and which country handles it if Slovenia has no mission?

Slovenia has an embassy in New Delhi and VFS Global collects applications on its behalf across India.^[3][5] Files lodged at VFS centres in Mumbai, Chennai, Kolkata, Bangalore or Hyderabad travel to New Delhi, which is why VFS lists a two-way courier charge of INR 800.^[5] The embassy itself does not handle cash; fees paid directly to it go by UPI in rupees or by bank transfer.^[3]

Where Slovenia has no consulate, another Schengen state takes short-stay applications for it under a representation arrangement. Those arrangements cover type C visas only. Here is what Slovenia's own foreign ministry pages list for the countries our readers ask about most:

That last point matters. When Austria takes your Slovenian application in Riyadh, the Austrian mission's document list applies, including whatever it says about flights. Do not assume the New Delhi wording travels with you.

What does the Slovenian embassy's checklist ask for?

The New Delhi checklist used at VFS is short and orderly. For every applicant it lists:^[4]

1. A passport issued within the last 10 years, still valid 3 months after the trip ends, with 2 blank pages.
2. One application form, completed, dated and signed.
3. One recent photograph.
4. Travel medical insurance of at least €30,000 covering the whole trip and the whole Schengen area.
5. A cover letter giving the purpose, duration, names of anyone travelling with you, and "transport and accommodation details".
6. Copies of the passport bio page, the last page of an Indian passport, and old Schengen stamps if you have them.
7. Proof of intended means of transport (the flight item, quoted below).
8. Proof of accommodation for every member state you visit.
9. Financial documents: three months of stamped bank statements and two years of ITR acknowledgements, plus payslips, an employment contract and leave approval if you are employed.

Tourists add one more item: proof of an organised tour from a travel agency, or "any other appropriate document" showing the plan.^[4] A clear day-by-day plan in your cover letter usually does that job.

What exactly does Slovenia say about flights?

Item 7 of the checklist reads: "Proof of intended means of transport – Flight reservation of return or round ticket." It goes on to say that anyone visiting several Schengen states should also show how they move between them: an intra-Schengen flight, a rail itinerary or a hire car.^[4] The VFS page for Slovenia in India repeats the same wording for tourists and business travellers.^[5]

Two things stand out. First, the word is "reservation", the same word the EU Visa Code uses in Annex II.^[2] Second, nothing on the list asks for proof of payment. So a genuine held reservation in your name, showing you arrive in and leave the Schengen area on your application dates, fits what Slovenia asks for from India. Of course the officer can always request more, and the decision belongs to the embassy.

If you apply through a representing country, check its list. Some missions use stricter phrases such as "confirmed ticket". If a list says the ticket must be paid or confirmed, an unpaid hold might fall short, and a refundable fare is the safer pick.

How should the route look on a Slovenia reservation?

Your reservation should start where you live and show the first Schengen entry and the last Schengen exit. It does not have to land at Ljubljana. Plenty of travellers fly into a larger hub and continue by train or road, and the checklist allows train or car-hire proof for that part.^[4]

Here is an illustrative example. Say you plan eight nights in Slovenia and two in Zagreb. You might reserve Mumbai to Ljubljana via a European hub on 12 May, and Zagreb back to Mumbai on 22 May. The Ljubljana to Zagreb hop then appears as a train or bus booking. Slovenia is still the main destination, so Slovenia is the right embassy, and the dates on the flights match the hotel bookings and the insurance.

Keep these points in mind when you book:

• Names exactly as printed in each passport, for every traveller on the form.
• Entry and exit dates identical to the dates on the visa application form.
• A return or onward leg leaving the Schengen area within the 90 days.
• A booking reference and airline name, so the booking can be looked up.
• Any intra-Schengen legs, if you cross into Italy, Austria or Croatia.

Held reservation or paid ticket: which fits your case?

The last row is the one people forget. A reservation is evidence for the application. Once your visa arrives, buy the actual ticket you will fly on. A held booking cannot be used to board.

When should you book the reservation?

Book it a day or two before your VFS appointment. Our holds run for a maximum of 2 weeks, and the exact window is the airline's call. Booking three weeks early therefore risks a lapsed PNR on the day you submit. The embassy asks that you apply at least 15 calendar days before you travel.^[3]

One small trap: the VFS page for Slovenia in India still says an application cannot be lodged earlier than three months before the trip,^[5] while the European Commission's page gives six months.^[1] If you want to apply early, ask VFS which limit they apply before you book a slot. Either way, choose flight dates that sit inside the trip you actually plan.

Example: your appointment is on 3 March and you plan to travel on 10 April. Book the reservation on 1 or 2 March for the April dates. If the embassy asks for extra papers two weeks later, check the booking again and refresh it if needed.

What happens at check-in and at the Slovenian border?

Holding the visa does not settle entry; the officer at your first Schengen airport has the last word. Under the Schengen Borders Code, that officer can ask why you are coming, how long you will stay, and whether your funds cover both the visit and getting home.^[9] In practice that may mean showing your return ticket, hotel bookings and insurance on arrival, at whichever Schengen airport you first land.

Since 12 October 2025, the EU's Entry/Exit System has been replacing passport stamps with a digital record of your entries and exits, your fingerprints and a facial image. It became fully operational on 10 April 2026.^[8] The practical effect for you: overstays are recorded automatically, so the exit date on your real ticket matters.

Airlines check documents too. Carriers flying into the Schengen area must make sure passengers hold the travel documents needed to enter, which is why staff check your visa dates against your flight at the counter.^[10] When you travel, you need a real ticket; the reservation you used for the visa will not get you a boarding pass.

How to get a verifiable reservation for Slovenia

Mistakes we see on Slovenian files

• Wrong embassy. Applying to Slovenia for a trip that is mostly in Italy or Croatia.
• Dates that drift. The cover letter says 10–20 May, the reservation says 11–21 May.
• Missing the middle leg. A Ljubljana–Zagreb or Ljubljana–Venice transfer with no booking or plan.
• Calling it a ticket. Describe the document as a "flight reservation" in your cover letter.
• Using a representing country's file with India's checklist. Riyadh or Doha applicants follow the local list.
• A made-up PNR. Anything that cannot be looked up on the airline's site is a false document risk under the Visa Code.^[2]

None of this guarantees a visa. The embassy weighs the whole file, and a tidy reservation simply removes one reason for doubt.
