Latvia is the Baltic state where we most often tell people to slow down before booking anything. Its tourist checklist for India asks for "Round trip tickets: Confirmed tickets with proof of payment", and prepaid hotels booked directly with the hotel.[4] That is stricter than the general EU wording and stricter than its Baltic neighbours. So this guide is partly about what Latvia asks, and partly about when a held reservation is the wrong tool. Rules shared by all 29 states are in our Schengen visa flight guide.

Does Latvia want a paid ticket or just a reservation?
From India, the checklist wording points to a paid ticket. Item 5 of the VFS tourist checklist reads "Round trip tickets: Confirmed tickets with proof of payment".[4] The embassy's own visa page adds that the itinerary "must be booked and valid by the airway company" and that the embassy "does not take responsibility of the purchased flight tickets in case of a visa refusal".[3]
Put together, that is about as clear as consular language gets. A held reservation has no payment behind it, so it may not satisfy this checklist. We would rather tell you that now than sell you something that does not match the wording.
What we suggest instead for a Latvian file from India:
- Buy a refundable or changeable fare directly from an airline, and keep the receipt as the "proof of payment".
- Read the fare rules before paying. Note the refund fee and the deadline, so a refusal costs you as little as possible.
- Ask the embassy if you are unsure. A short written query costs nothing and gives you an answer on record.

Do not do this: attach a reservation and describe it as a paid ticket, or add a payment receipt that does not belong to it. Misstating what a document is can be treated as fraud, and the Visa Code treats that as grounds to refuse.[2]
So where does a held reservation still help?
There are honest uses, and they are worth knowing:

The last row is common. If you are spending more nights in Estonia or Lithuania and only two in Riga, your application goes to that country, and its checklist applies. Your application must reflect the trip you will really take, and an itinerary invented to pick a consulate is a misleading statement.
Where to apply for a Latvian visa, and who stands in for Latvia
The Embassy of Latvia in New Delhi accepts short-stay applications from citizens and legal residents of India, Maldives, Myanmar and Bhutan, through VFS Global's centres.[3] VFS notes that applications lodged outside New Delhi take another two days for postal delivery.[5]

The Gulf arrangement is unusual and useful: one Latvian embassy in the UAE takes applications from citizens and residents of all six Gulf states. It processes Schengen visas within 15 days, extendable to 45.[8] If you live in Riyadh or Kuwait City, that may mean a trip to the Emirates for your appointment, so check VFS slot locations early. The rest of the Latvian tourist checklist
Besides tickets, the India tourist checklist asks for:[4]
- An application form completed online, printed and signed.
- Two photos, 35 x 45 mm, white background, taken in the last 6 months.
- A passport valid 3 months beyond your departure from the Schengen area, with two blank pages, issued within ten years, plus copies of the ID pages and earlier visas.
- Travel medical insurance of at least €30,000 that covers the trip plus 15 extra days, the "period of grace".
- Prepaid hotel confirmations taken directly from the hotels.
- An original bank statement for three months, stamped and signed, with a bank certificate; salary slips, company registration or pension statements depending on your status.
- For tourism, a document showing your travel plans.
Two items catch people out. The extra 15 days of insurance cover is specific and easy to miss, and the rule against booking-platform hotel confirmations means a free-cancellation booking from an aggregator may be rejected.[4] For the same reason, our hotel booking service is not the right fit for an India-based Latvian file. It suits checklists that accept a reservation.
How much money must you show?
Latvia's foreign ministry sets the minimum at €14 for each day of a stay up to 30 days, and not less than €780 for longer stays.[6] That is a floor. With prepaid hotels and a paid return fare already on the checklist, the officer will mostly look at whether your statements look normal for your income, whether large deposits are explained, and whether your leave and finances fit the trip.
Timing a Latvian application when you must pay for the flight
Because Latvia from India expects a paid fare, timing is about limiting your exposure if plans change:
- Pick the dates and check the fare rules of two or three refundable options before booking a VFS slot.
- Book the VFS appointment at least 15 calendar days before travel, and no more than six months ahead.[3]
- Buy the refundable round trip a few days before the appointment.
- Prepay the hotels directly, choosing rates you can cancel.
- Buy insurance covering the trip plus 15 days.
- Submit, and keep every receipt.
- If refused, cancel promptly within the fare rules. The embassy has said it takes no responsibility for purchased tickets.[3]
Illustration: you want ten days in Riga from 6 September. You book VFS for 12 August, buy a refundable fare on 9 August, and prepay a cancellable hotel. If the visa is refused on 25 August, you cancel both well before departure and pay only the refund fees.
Arriving in Riga: border and airline checks
At Riga or any other first Schengen airport, border guards can ask about the purpose of the trip and your means for the stay and the journey home, under the Schengen Borders Code.[11] A paid return ticket, hotel confirmations and insurance answer most of those questions in a minute.
Your entry is recorded in the EU's Entry/Exit System, which started on 12 October 2025 and became fully operational on 10 April 2026; it stores your fingerprints, facial image and the dates you cross.[10] At check-in before that, the airline compares your visa with your booking, because carriers must make sure passengers carry the documents needed to enter.[12]
On transit: Latvia's VFS page names the nationalities whose citizens must hold an airport transit visa when switching flights in Latvia, including Bangladesh, Pakistan and Sri Lanka. How to describe your tickets in a Latvian file
Whatever you attach, say exactly what it is. If you bought a refundable fare, call it "a paid, refundable return ticket" and enclose the payment receipt the checklist asks for.[4] If you are applying somewhere a reservation is accepted, call it "a flight reservation". The label matters more than people think, because the officer compares your words with the document in front of them.
An illustrative paragraph for an India-based tourist file:
"I will visit Latvia for tourism from 6 to 16 September. I have bought a refundable return ticket, Delhi to Riga and back, and enclose the airline's payment confirmation. My hotel in Riga is prepaid directly with the hotel for all ten nights."
Then check that the insurance runs to 1 October, which is the return date plus the 15-day grace period the checklist describes. Also check that your leave letter and bank statements tell the same story as the letter. Small gaps, such as a hotel paid for nine nights against a ten-night stay, invite questions you could have avoided.
Applying from Kathmandu, Colombo or Dhaka? Your file goes to the Swiss, German or Swedish embassy respectively, so open that mission's Schengen checklist and match its flight wording instead of Latvia's India list.[3]

Latvia visa flight FAQ
Will the Latvian embassy in India accept a flight reservation?
Its tourist checklist asks for "Confirmed tickets with proof of payment", and the embassy says the itinerary must be booked and valid by the airline. A held reservation has no payment, so it may not satisfy that wording. A refundable paid fare is the safer choice. If you want certainty, ask the embassy in writing before you book.
Why is Latvia stricter than Estonia or Lithuania?
Each embassy writes its own checklist on top of the shared EU rules, and Latvia's India list chose firmer wording on both tickets and hotels. The Visa Code allows a reservation, but missions can ask for specific evidence. Follow the list for the embassy that handles your file, not a neighbour's.
Can I apply for Latvia from Saudi Arabia?
Latvia's Embassy in the UAE accepts applications from citizens and residents of all Gulf countries, including Saudi Arabia, through VFS Global. That may mean travelling to the UAE for your appointment. Its VFS page says travel tickets must cover the whole trip, including legs between Schengen states.
Are booking.com-style hotel confirmations accepted?
Not on the India tourist checklist. It asks for confirmed and prepaid hotels with payment details taken directly from the hotels, and says social booking platforms will not be considered valid. Book directly with each hotel, ideally at a rate you can cancel, and keep the payment receipt.
How much travel insurance do I need for Latvia?
At least €30,000 of medical cover, valid across the Schengen area, for the whole trip plus 15 extra days, which the checklist calls the period of grace. Check your policy dates carefully, since a policy ending on your return date would fall short of the requirement.
What if my visa is refused after I bought the ticket?
The embassy states it does not take responsibility for purchased flight tickets if a visa is refused. That is why we suggest a refundable or changeable fare and reading the cancellation terms before you pay. Cancel promptly after a refusal to stay inside the airline's refund window.
Is Riga a good entry point if Estonia is my main stop?
Yes, if that is your real route. Your reservation shows where you enter and leave Schengen, and that can be Riga even when Estonia gets the most nights. Estonia's checklist then applies to your file. Add the Riga to Tallinn bus or flight so the legs connect.
