Dummy Ticket for Estonia Visa: Flight Rules and Checklist

Estonia gets fewer visa applications from India than France or Germany, so its rules are less discussed and more often guessed. There is no need to guess. Estonia's foreign ministry puts a "reservation of or return or round ticket" on its document list, and the checklist used at VFS in India asks for a "flight reservation with return tickets".^[3][4] Below we set out what each official page says, who handles the file outside India, and what to carry when you finally land in Tallinn. Estonia visa at a glance

Does an Indian passport holder need a visa for Estonia?

Yes. India is on the EU list of countries whose citizens need a visa for short stays, and Estonia, as a Schengen member, applies that list.^[1] Two shortcuts exist. If you already hold a valid multiple-entry Schengen visa from another member state, you can use it for Estonia within your 90/180 allowance. A valid residence permit from a Schengen state also lets you visit for short stays. Everyone else applies.

Estonia is the right consulate only if it is your main destination. A five-night Tallinn stay followed by two nights in Helsinki fits. A week in Finland with a day ferry to Tallinn belongs with Finland. Where do you hand in an Estonian application?

In India, VFS Global runs the Estonia visa application centre and forwards files to the embassy. Its page says applications are submitted to the Embassy of Estonia on the next working day, and those from satellite centres may take 48 to 72 hours in transit to New Delhi.^[5] Processing time is counted from that point, not from the day you visited VFS. Build that into your dates.

Outside India, Estonia relies on other Schengen states in many cities. Its ministry publishes the list of where it is represented; the entries most relevant to South Asian and Gulf residents are below.^[6]

A Kuwait resident applying through Austria, for example, follows Austria's checklist and fee collection, even though the visa is for Estonia. If that checklist uses firmer words about flights than Estonia's, the firmer words are the ones that count.

Estonia's tourist checklist from India, item by item

The VFS India tourist checklist carries the Embassy of Estonia's name and lists twelve items.^[4] In plain terms:

• Passport no older than 10 years, with 3 months left after you come back, two empty pages, and any old passports.
• Application form completed online and signed twice.
• One photo, 35 x 45 mm, white background, under 6 months old.
• Cover letter with your name, passport number "and travel date as per the ticket", plus the travel plan.
• Travel health insurance worth €30,000 or more, for every day you are there.
• Accommodation for the whole time in the Schengen area.
• Transport: "flight reservation with return tickets".
• Employer's introduction letter with a no-objection statement and the trip dates.
• Finances: three months of original stamped bank statements, two years of ITR-V, and salary slips or business papers.
• Minors and students: notarised consent or college papers as relevant.
• Copies of the first and last passport pages.

The embassy "reserves the right to request for further documentation", so treat the list as the minimum.^[4]

Reservation or purchased ticket: what Estonia actually wants

Read the two official phrases together. The ministry's general Schengen page puts "reservation of or return or round ticket" under proof that you mean to go home, echoing Annex II of the Visa Code.^[2][3] The India checklist heads the item "Proof of means of transport" and asks for a "flight reservation with return tickets".^[4] Neither asks for proof of payment. Our reading is simple: the embassy wants a real booking that shows you going and coming back.

So a held booking under a live PNR, issued in your name, covering the outbound and the return, matches the wording. What it must not be is fictional. If the PNR cannot be found on the airline's site, you have handed in a document that misrepresents your plans, and the Visa Code lets the consulate refuse for exactly that.^[2]

The cover-letter line "travel date as per the ticket" is worth a moment. It simply means your letter should repeat the flight dates exactly. Write "as per the attached flight reservation" and keep the dates identical.

How much money do you need to show for Estonia?

Here the official sources differ, and we would plan for the higher figure. Estonia's foreign ministry sets sufficient means at €70 for each day of stay in Estonia.^[3] The tourist checklist used at VFS in India says you "should have proof of at least 100 EUR per day".^[4] For a ten-day trip that is €700 against €1,000, before flights.

Because the India checklist is the document the embassy's staff will hold in front of them, we'd show balances that comfortably cover €100 a day plus your return fare. Prepaid hotels reduce what you need to show for daily costs, but there is no published rule saying by how much, so do not rely on that.

Routes into Tallinn and how to show them

Your reservation must show your entry into the Schengen area and your exit. It does not have to touch Tallinn Airport. Many visitors land in Helsinki, Riga or another hub and continue by ferry, bus or a short flight. If you do that, add the onward leg or explain it in the cover letter, because Estonia's checklist expects accommodation and transport for the whole stay.^[4]

Illustration: you plan six nights in Tallinn and three in Helsinki. A sensible file shows Bengaluru to Tallinn on 4 June via a hub, a ferry or short hop from Tallinn to Helsinki on 10 June, and Helsinki to Bengaluru on 13 June. Estonia has more nights, so Estonia's embassy is correct.

Step by step: an Estonian visa file with a flight reservation

1. Confirm Estonia is the main destination. Count nights per country.
2. Get a VFS slot no later than 15 days before departure, and allow 48 to 72 hours of transit time from satellite centres.^[5]
3. Fill in the online form on Estonia's visa portal, print it and sign it twice.^[4]
4. Book hotels and insurance for the exact dates.
5. Reserve the flights a day or two ahead of the appointment, spelling names the way the passport does.
6. Look the booking up on the airline's "Manage booking" page, entering the PNR and your surname.
7. Write the cover letter, repeating the reservation dates word for word.
8. Attend VFS with originals, copies and the fee.

Each reservation we issue holds for up to 2 weeks; the airline fixes the precise window. That is the reason for step 5's timing: booking close to the appointment keeps the PNR live while your file is being read. At the airport: check-in and Estonian border control

Estonia's VFS page says it directly: border guards "may ask to present return tickets, hotel reservation or the information of the invitee, travel insurance, proof of sufficient means of subsistence".^[5] That mirrors the entry conditions in the Schengen Borders Code.^[9] By the time you travel, your return should be a purchased ticket. The reservation was for the visa file, not for the journey.

At check-in, the airline will compare your visa with your flight. Carriers bringing passengers into the Schengen area have a legal duty to check they hold the documents needed for entry.^[10] And when you reach the first Schengen border, your entry goes into the EU's Entry/Exit System, which has recorded fingerprints, a facial image and entry and exit dates since it started on 12 October 2025; it has been fully running since 10 April 2026.^[8] Your exit date is now tracked digitally, so leave on time.

What should an Estonian cover letter say about flights?

Keep it short and factual. The checklist wants your name, passport number, travel dates and the travel plan, so the flight paragraph only has to tie those together.^[4] Something like this works, adapted to your own trip:

"I plan to travel to Estonia for tourism from 4 to 13 June. I have attached a flight reservation from Bengaluru to Tallinn on 4 June, returning from Helsinki on 13 June, under booking reference ABC123. I will stay six nights in Tallinn and three in Helsinki, as shown in the enclosed hotel confirmations."

The booking reference in that sample is invented for illustration; use your own. Notice what the letter does not do. It never calls the reservation a ticket, never claims it has been paid for, and never promises a date the other documents do not show. Officers read dozens of these a day. A plain letter whose dates match the reservation, the insurance and the hotels gives them nothing to query.

If your employer's no-objection letter gives leave dates, check those too. A leave letter ending on 12 June next to a return flight on 13 June is the kind of small mismatch that prompts a phone call or a request for more papers.
