Most people searching for a "Samoa visa dummy ticket" expect a consulate checklist like Schengen or the UK. Samoa works differently. There is no tourist visa form to fill in before you travel. The checks happen twice: when the airline checks you in for the flight to Apia, and when an immigration officer at Faleolo looks at your passport and arrival card. Both want to see that you will leave. This guide explains exactly what the official sources say, where a held reservation earns its place and where it doesn't, and how Indian travellers get to Samoa without tripping over transit rules in Auckland or Australia.
Samoa entry: key facts at a glance

Who needs a visa for Samoa?
Almost nobody needs one for a holiday. The Samoa High Commission in New Zealand states that all foreign passport holders, except US nationals from American Samoa, are issued a gratis Visitor's Permit when they land, provided they meet the listed conditions.[1] That covers Indian, Pakistani, Bangladeshi and Sri Lankan passports along with European, Gulf and American ones.
The permit is for visits. The Embassy of Samoa in Japan points out that "Work is not permitted on a Visitor Permit", and that anything beyond a holiday, a family visit or a short business trip needs a Temporary Resident Permit applied for separately.[2] If you are going to work for an NGO, a church or a company in Apia, talk to your sponsor about that permit before you book anything.
The Visitor's Permit conditions, word for word
The Samoa High Commission in Wellington lists nine conditions. In its own words, visitors must:[1]
- Travel: "Have an onward (return) ticket" and "Have a valid visa or permit for entry into the country to which they will travel from Samoa".
- Passport: hold one "valid for a minimum of six (6) months after the intended date of departure from Samoa".
- Stay and money: "State accommodation arrangements" and "Have documented evidence of sufficient funds for self-support".
- Record: no record of deportation from other countries, no health problems posing a risk to Samoa, no criminal history resulting in a sentence of at least one year, and not appearing on any alert or warning lists.
The UK government's version is a little more practical. It says you "may need to show" an onward or return ticket, sufficient funds ("a bank statement is acceptable evidence"), and confirmed accommodation such as a hotel booking or a letter of invitation.[3] It also warns that travellers coming from a yellow-fever transmission-risk country need a vaccination certificate.[3]
Will a held flight booking satisfy Samoa?
For entry, plan on a real ticket. We want to be straight about this, because it is the main reason this page exists.
Two official Samoan sources describe the requirement as a ticket: "an onward (return) ticket" in Wellington's list, and "confirmed onward tickets (Return Ticket)" on the Tokyo embassy's page.[1][2] The extension rules go further and ask for a "photocopy of onward ticket out of Samoa".[2] Nobody has paid for a held booking, and it can drop out of the airline's system within days. At Faleolo, or at the check-in desk in Auckland or Nadi, it may not satisfy that wording.
So our honest advice for the trip itself is simple. Buy your onward or return ticket before you fly to Samoa. If plans are uncertain, choose a fare with free or cheap changes, or a refundable one.
Where a reservation does fit: when you are pricing a trip and need a held itinerary to show a sponsor or employer; when you are applying for a visa for a country on the way that accepts an itinerary rather than a ticket; or when you are applying for leave and need a plan on paper. It is a planning document, not an entry document for Samoa.
How do you fly to Samoa from India?
There are no direct flights, and the transit point decides how much paperwork you carry. The airlines' own pages show the main gateways:
- Auckland: Air New Zealand sells nonstop Auckland–Apia flights.[4]
- Nadi, Fiji: Fiji Airways sells Nadi–Apia flights and links Samoa with Australia, North America and Fiji through Nadi.[5]
- Australia: travellers from Australian cities usually connect through Auckland or Nadi, which brings Australian transit rules into play on the way.
| Gateway | Transit rule for an Indian passport | What that means for you |
|---|---|---|
| Nadi (Fiji) | The Fiji High Commission in New Delhi says Indian nationals get a visa on arrival at Nadi.[8] | Usually the lightest route for Indians; you can even stop over in Fiji |
| Auckland (NZ) | India is not on New Zealand's transit visa waiver list.[7] Transit visa from NZD 235, up to 24 hours, Auckland airport only.[6] | Apply ahead unless you already hold a valid NZ visa |
| Brisbane or Sydney | Ordinary Indian passports are not on Australia's transit-without-visa list.[9] | You need an Australian visa to connect |
Our view: for most Indian travellers without an Australian or New Zealand visa already in the passport, the Fiji routing is the least complicated. Look at our Fiji guide before you commit, since rules there can change too.
The Auckland transit visa wants a paid ticket
This catches people. Immigration New Zealand's transit visa page lists the travel evidence it expects, and the wording is firm: "evidence of a fully paid airline ticket or other form of onward travel arrangement", plus "a confirmed travel itinerary from the travel agent or carrier", with arrival and departure times.[6]
A held reservation does not meet "fully paid". If you route through Auckland, buy the ticket first, preferably on a fare that can be refunded if the transit visa is refused, and then apply. INZ also says you must remain in the airport's transit area and stay no longer than 24 hours; you cannot leave to collect bags or check into a hotel.[6] That means the whole journey should be on one booking with bags checked through to Apia.
If you do want to hold a fare while you think, Air New Zealand sells its own Fare Hold. It keeps a fare for up to 3 days, costs NZ$25 for trans-Tasman and Pacific Islands routes, and the fee is not refundable on most routes.[10] That is the airline's product, sold on its site, and it is a sensible tool for short decisions.
What will the airline check before you board for Apia?
Check-in agents at Auckland, Nadi or Brisbane tend to look for the same things the Samoan border does. Expect them to ask for:
- A passport with six months' validity beyond your departure from Samoa.[1]
- Your onward or return booking out of Samoa, in the same name as the passport.
- Visas for every transit country on the way, such as New Zealand or Australia.
- The visa or permit for wherever you go after Samoa, if that is not home.[1]
If you are heading home to India after Samoa, the last point is easy. If you are doing a Pacific loop, say Samoa then Tonga, make sure you meet Tonga's entry rules too, because Samoa lists that as a condition of your own permit.

An example trip from Bengaluru
Picture a couple from Bengaluru planning ten days in Samoa in July, with no Australian or New Zealand visa. Here is how we would set it up.
- Choose the gateway: fly to Nadi on a route via Singapore or another Asian hub, then Fiji Airways to Apia. The Fiji leg avoids the Auckland transit visa.[5][8]
- Price the trip with a reservation if they need to show the plan to an employer for leave approval, or simply to agree the dates.
- Buy the real ticket, return to Bengaluru, as soon as dates are fixed. A changeable fare protects them if a schedule moves.
- Book accommodation for every night and print the confirmation, because Samoa asks you to state where you will stay.[1]
- Carry recent bank statements as evidence of funds.[3]
Ten days sits well inside either the 60-day figure from GOV.UK or the 90 days in Wellington's notice. They would not need to worry about which is correct.
Staying longer: the extension rule
If you want to stay past your permit, you must apply in Samoa before it expires. The Samoa High Commission says all extension applications go to the Immigration Office in Apia.[1] The Samoan embassy in Japan lists what to attach: the temporary residence form (MPMC100), a photocopy of your onward ticket out of Samoa, evidence of funds for the longer stay, and details of where you will live.[2]
Notice the onward-ticket item again. If you plan a long stay, a changeable ticket is worth the extra cost, because you will need to show it twice: at entry and when you extend.
When a reservation is the right tool for a Samoa trip
| Situation | Reservation? | Reason |
|---|---|---|
| Arriving at Faleolo as a tourist | No: carry a paid onward or return ticket | Official wording asks for an onward (return) ticket[1][2] |
| Applying for an NZ transit visa | No: buy a refundable fare | INZ asks for a fully paid ticket[6] |
| Leave application or sponsor approval | Yes | Shows a defined plan without spending on a fare |
| A visa elsewhere on a multi-country trip that accepts an itinerary | Yes, if that country's checklist allows it | Check the other country's own wording |
| Extending your stay in Apia | No: photocopy of an onward ticket | Listed on the extension checklist[2] |
Common mistakes on Samoa trips
- Turning up with a one-way ticket. Both Samoan sources list onward travel first.
- Booking Auckland without a transit visa. India is not on the waiver list.[7]
- Separate tickets through Auckland that force you to collect bags; transit passengers cannot leave the transit area.[6]
- A passport expiring within six months of leaving Samoa.[1]
- Confusing Samoa with American Samoa. Pago Pago has its own, separate entry rules.
- Using fake or edited flight documents. They can lead to refusal and a record that follows you. We never produce them.
If you need a reservation for planning
For the uses above, we issue a held flight reservation with a live booking reference, in your name, on the route you choose. It costs ₹699 per passenger in India (UPI, cards or netbanking via Razorpay) or $9 elsewhere, with local prices of AED 33, SAR 34, QAR 33, OMR 3.5, KWD 2.75 and £7. Expect the PDF in your inbox around ten minutes after paying. The hold lasts two weeks at most, and its exact length is set by the airline. Details are on the price page; order on the booking page and follow progress on order tracking. Check it yourself using our guide to verifying a reservation.
Samoa visa and onward ticket FAQ
Do Indian citizens need a visa for Samoa?
No advance visa is needed for a visit. The Samoa High Commission states that all foreign passport holders, apart from US nationals of American Samoa, receive a free Visitor's Permit on arrival if they meet the entry conditions. Those include an onward or return ticket, six months' passport validity, accommodation details and evidence of funds.
How many days can I stay in Samoa on arrival?
Official sources differ. The Samoa High Commission in Wellington says 90 days for foreign passport holders, while the UK government's travel advice says up to 60 days. The immigration officer sets the period on arrival, so plan a trip comfortably inside 60 days or ask the nearest Samoan mission before you go.
Can I enter Samoa with a dummy ticket?
We advise against relying on one. The official wording asks for an onward or return ticket, and Samoa's Tokyo embassy says "confirmed onward tickets". A held reservation is not paid and can lapse, so it may not satisfy an officer or an airline. Buy a real onward ticket, ideally a changeable or refundable fare.
Do I need a transit visa for Auckland on the way to Apia?
With an Indian passport, yes, unless you already hold a valid New Zealand visa. India is not on New Zealand's transit visa waiver list. The transit visa costs from NZD 235, lets you stay up to 24 hours in Auckland's transit area only, and asks for evidence of a fully paid onward ticket.
Is flying through Fiji easier for Indians?
Often, yes. The Fiji High Commission in New Delhi states that Indian nationals receive a visa on arrival at Nadi International Airport, and Fiji Airways flies from Nadi to Apia. Check Fiji's current entry conditions before you book, including its own onward-ticket and passport rules.
What documents should I carry to Samoa?
Your passport with six months' validity after departure from Samoa, a paid onward or return ticket, hotel confirmations or an invitation letter, recent bank statements, a yellow fever certificate if you come from a risk country, and any visa needed for your next destination. Fill in the arrival card carefully.
How do I extend my stay in Samoa?
Apply at the Immigration Office in Apia before your permit expires. Samoa's embassy in Japan lists the temporary residence form MPMC100, a photocopy of your onward ticket, proof of funds for the extra time and your accommodation details. Do not overstay while you wait to apply.
Honest bottom line: for Samoa itself, the document that matters on the day is a real onward or return ticket. A reservation helps with planning and some paperwork along the way. It cannot replace the ticket or guarantee entry; the immigration officer decides.
