Dummy Ticket for Norway Visa (2026): What Norwegian Embassies Ask For on Flights

Norway's tourist checklist for India asks for a "Confirmed booking (travel itinerary) of roundtrip air ticket, with fixed travel dates", then says "Do not buy the ticket until visa has been granted". So a booking held in the airline's system, not a paid fare, is what it wants. Choose the dates carefully: the checklist notes the visa "will be issued according to the dates on the flight bookings".

Norway's paperwork has one feature that changes how you should think about the flight booking. The Royal Norwegian Embassy in New Delhi says, on its own checklist, that the visa is issued to match the dates on your flights. In most Schengen files the reservation is supporting evidence. In a Norwegian file it is closer to a request: these are the days I want. That makes date choice more important than the airline or the fare. This guide quotes the Indian and Gulf checklists, explains the "confirmed booking" wording honestly, and covers fees, timing, group applications and the Svalbard quirk. Who has to apply for a Norwegian visa?

The Embassy in New Delhi states that citizens of India, Bhutan, Nepal, Sri Lanka and the Maldives must apply for a visitor's visa to Norway and the Schengen area. Indian diplomatic passport holders on official travel are exempt.[5] A visitor's visa covers up to 90 days within 180, for tourism, family visits or business.[1][5]

The Embassy also handles some other countries' visas in the region. In Nepal it processes applications for Iceland. In Sri Lanka it takes them for Denmark and Iceland, and from 1 June 2026 it no longer does so for Sweden.[5] If you live in the Gulf, residence rather than nationality decides where you file: the Royal Norwegian Embassy in Abu Dhabi handles applicants in the UAE and Saudi Arabia.[6][7]

What do the Norwegian checklists say about flights?

Here are the transport lines from three current Norwegian lists, word for word:

  • Royal Norwegian Embassy, New Delhi (tourist checklist, rev. 26 June 2023, used at VFS India): item 5, "Confirmed booking (travel itinerary) of roundtrip air ticket, with fixed travel dates of maximum 90 days and correct number of entries, see the regulations of entries. Do not buy the ticket until visa has been granted. Note: The visa will be issued according to the dates on the flight bookings".[3]
  • Royal Norwegian Embassy, Abu Dhabi (UAE tourist checklist): item 8, "Flight reservation (round trip, maximum 90 days)", with the note "Do not purchase the ticket until visa has been granted". Item 5 asks for a detailed travel itinerary including "dates, transportation and hotels".[6]
  • Royal Norwegian Embassy, Abu Dhabi (Saudi Arabia checklist, 2025): "Flight ticket reservation: Copy of flight ticket or flight reservation including return flight. You are advised not to buy the ticket until the visa is granted."[7]

The VFS page for India repeats the point in its own words: the Embassy advises applicants "to only book and not purchase flight tickets upfront", and it will not cover the cost of purchased tickets if a visa is refused.[4]

What does "confirmed booking" mean here?

The word "confirmed" can make people nervous, so it is worth reading the whole sentence. The same item that says "Confirmed booking" also says "Do not buy the ticket until visa has been granted".[3] A paid ticket cannot be what they mean. Our reading is that Norway wants a booking that genuinely exists in the airline's system, with fixed dates and a round trip, rather than a rough plan or a screenshot of a search page. A held reservation with a live PNR is exactly that kind of booking.

We would be wrong to promise more than the Embassy says. If your situation is unusual, such as a cruise or package tour, item 7 of the list asks for "Confirmation of payment from the travel agent", and for that part of the trip a hold will not do.[3] When in doubt, ask the Embassy before you pay for anything.

Why your flight dates shape the visa you get

Because the visa is issued "according to the dates on the flight bookings", a reservation from 10 to 20 July tells the Embassy you want a visa for roughly those dates.[3] If you later shift the trip by a fortnight, the visa may no longer cover it. That is the main practical lesson of this page.

So pick your real dates before you reserve anything. Match the leave your employer has approved, the hotel nights, the insurance period and the day-by-day plan. The list also caps the booking at "maximum 90 days" and asks for the "correct number of entries".[3] A trip that leaves Schengen and comes back, for example a day trip to the UK or a cruise that calls outside Schengen, needs more than one entry, so plan the bookings to show that.

Going to Svalbard? Ask for two entries

The Embassy notes that travel to Svalbard "requires you to apply for two or more entries".[5] Take that literally when you plan. Show the Longyearbyen flights in your reservation, request multiple entries on the form, and keep the dates consistent with hotels and insurance. A single-entry request for a trip that includes Svalbard does not match what the Embassy says it needs.

How applying from India works

You register your application online in the UDI portal (Application Portal Norway), pay the fee there, and receive a cover letter by email that you sign and bring to VFS. Appointments are booked on the VFS site, and VFS says you will get one within two weeks.[3][4] Fingerprints are taken unless they were collected in the last 59 months.[5]

Applying as a family or a group? The Embassy recommends a group registration for two or more people, up to 16 at a time, and asks that everyone attends the same VFS centre on the same day.[5] Tourists staying in paid accommodation are asked to fill in a travel questionnaire too.[4]

The Embassy also warns about agents charging very high fees and reminds applicants that agencies have no say in decisions.[5] Your signature on the checklist confirms that the information is true, and the checklist states that deliberately providing falsified documents is punishable under Norwegian law.[3]

Fees and how long to allow

The visa fee is €90, and €45 for children aged six up to twelve, paid online when you register in the UDI portal.[4] VFS adds its own service charge at the centre.

The Embassy gives about 15 working days from the date it receives the application, with longer waits in high season, and up to 45 working days in special cases. It asks you to apply no later than 15 days before travel, recommends four weeks because of courier time, and accepts files up to six months ahead.[5] Applicants in Kathmandu and Bhutan should allow extra days for transit to New Delhi.[4]

For a midnight-sun trip in late June, we would submit in April. That leaves room for a request for more papers without moving your flights.

Is Norway the right country to apply to?

File with Norway when it is the only Schengen stop, when you sleep there more than anywhere else, or when it is the purpose of the visit. With no clear main destination, apply where you first enter Schengen.[5]

A typical Indian itinerary flies into Oslo, takes the train to Bergen, cruises the fjords and flies home from Bergen. All Norway, so Norway it is. Add three nights in Copenhagen and two in Stockholm to a five-night Norway stay and the answer is still Norway. What your Norway reservation needs to show

  • Names spelt as on the passport, for every person in the group registration.
  • A round trip within 90 days, from the country you apply in.[3]
  • The exact dates you want on the visa, since the sticker follows them.[3]
  • Each exit and re-entry, if the trip includes Svalbard or a non-Schengen side trip.[5]

Step-by-step: the flight side of a Norway file

  1. Fix the real travel dates with your employer's leave approval in hand.
  2. Decide on entries: one, or two or more if Svalbard or a non-Schengen stop is involved.
  3. Register in the UDI portal, pay the fee and collect the cover letter.[4]
  4. Book the VFS appointment.
  5. Order the reservation a few days before that appointment so it is live on submission day. You can see the hold period before paying on our booking page.
  6. Open the booking yourself through the carrier's website. If you have not done this before, follow our pre-submission verification steps.
  7. Tick and sign the checklist, and file the documents in the order it lists.[3]

Buy the actual fare once the visa is granted, for dates that fall inside it.

Mistakes we see on Norwegian applications

  • Placeholder dates on the reservation, which then shape a visa that does not fit the real trip.[3]
  • A single-entry request with a Svalbard leg.[5]
  • Six months of bank statements missing; the Indian list asks for six, not three.[3]
  • A cruise backed only by a hold, when the list asks for payment confirmation from the agent.[3]
  • Documents in Hindi without a certified translation. The list accepts English or Norwegian.[3]
  • Group members split across centres, when the Embassy asks for one centre and one day.[5]

Check-in and arrival

When you fly, the airline checks your passport and the Norwegian visa, and you travel on the ticket you bought after approval. At the border, officers can ask why you are visiting and must be satisfied you have the means to support the stay and the return journey.[9] Carry the return ticket, hotel confirmations and insurance. If you are going on to Svalbard, keep those flight details handy for the exit and re-entry.

Can the Embassy verify the reservation?

It can, because a genuine PNR opens on the airline's own website with your surname. The Embassy does not publish its checking routine, and it may still ask for more documents.[3] Submitting a booking that does not exist would put a false document in your file, a listed refusal reason in the Visa Code (Article 32), and the checklist calls it punishable under Norwegian law.[2][3] We only issue real airline reservations.

Applying for Norway from the UAE or Saudi Arabia

In the UAE, the Abu Dhabi checklist asks for the Schengen form and the UDI portal receipt, a UAE residence permit (GCC citizens may use a UAE ID card) that stays valid for three months beyond your Schengen departure, a detailed travel itinerary, and proof of NOK 500 per day per person if you are paying your own way.[6]

The Saudi checklist, also from the Abu Dhabi Embassy, asks non-Saudi residents for an iqama, a re-entry visa valid beyond the date they leave Schengen, six months of bank statements or pay slips, and a Chamber of Commerce stamp on the letter from their employer.[7] Start and finish the reservation in the Gulf city you live in. Norway visa and flights: frequent questions

Does Norway want a paid air ticket for a tourist visa?

No. The Indian checklist asks for a confirmed roundtrip booking with fixed dates and, in the same item, tells you not to buy the ticket until the visa has been granted. A real airline reservation with a live PNR fits that description. The Embassy weighs every case itself, and paperwork alone cannot assure a yes.

Will my visa only cover the dates on my reservation?

The New Delhi checklist says the visa will be issued according to the dates on the flight bookings. Expect the validity to reflect the trip you show. Reserve the dates you actually intend to travel, matching your leave, hotels and insurance, rather than rough placeholder dates.

I want to visit Svalbard. What changes?

The Embassy says Svalbard travel requires a visa with two or more entries. Include the flights to and from Longyearbyen in your reservation, request multiple entries on the application, and make sure the hotel and insurance dates cover that part of the trip as well.

How early can I apply for a Norway visa from India?

Up to six months before departure, or nine months for seafarers. The Embassy asks for applications no later than 15 days before travel but recommends at least four weeks, because documents are couriered between VFS centres and New Delhi.

We are a family of four. Do we each need a reservation?

One reservation can list all four travellers, as long as each name matches its passport. The Embassy recommends registering as a group for two or more people, and every member must attend the same VFS centre on the same day to give biometrics.

When should I order the reservation?

Once the VFS slot is fixed, order it in the last few days beforehand. A reservation from us lasts up to two weeks, and the carrier decides precisely how long. Ordering late means the PNR is still active when the Embassy reads your file.
