Finland does things a little differently from most Schengen countries. Instead of a PDF that VFS prints and hands out, the Ministry for Foreign Affairs keeps its document lists inside its own visa portal, finlandvisa.fi, sorted by the country where you apply. You can read them without logging in. That makes Finland one of the easier places to check what is really required, and the flight wording is clear. The catch is that the lists differ by country: what an applicant in Mumbai submits is not quite what a resident of Doha submits. Below we quote both, add the fees and timings published for India, and explain how to make a Lapland or Helsinki itinerary hang together. Do Indians need a visa for Finland?
Yes. VFS states that all citizens of India, Afghanistan and Sri Lanka must hold a visa before entering Finland or other Schengen countries.[4] Sightseeing, seeing relatives and brief work trips all fall under the short-stay Schengen (C) visa, capped at 90 days within any 180-day window.[1]
Gulf residents should look at their passport, not their visa stamp. The VFS page for the UAE notes that "UAE citizens are visa-free for Finland", but an Indian, Pakistani or Filipino worker living in Dubai still needs a Schengen visa.[11] In Saudi Arabia, Finnish applications are taken on a joint Sweden and Finland checklist, and VFS says the Embassy of Sweden assesses and decides them.[8]
What exactly do the Finnish checklists say about flights?
We opened the public tourism checklists on finlandvisa.fi in October 2026. These are the transport lines, copied without changes:
- Applying in India (tourism checklist): under "Proof of itinerary": "Travel plan covering all the destinations of the trip." and "Flight reservations, including roundtrip and possible other Schengen states and third countries."[3]
- Applying in the UAE (tourism, visiting family or friends): "Flight reservation(s), including the following: to and from Schengen-area / Finland; domestic transport in Finland, if applicable; a free-form travel plan to other Schengen countries during your stay, if applicable." A separate line asks for a "Full travel itinerary".[6]
- Applying in Qatar: the same three points, then "Flight reservation (roundtrip) including possible third countries and other Schengen countries (reservation must be verifiable and must include booking number/PNR Code). Please note, it is not recommended to purchase the tickets before receiving a visa decision."[7]
- Applying in Saudi Arabia (Sweden and Finland list): "Copy of flight ticket or flight reservation, including return flight and the reservation number."[8]
How we read it: every Finnish list uses the word reservation, and the Qatar version spells out what a good one looks like: verifiable, with a PNR. That is a useful standard wherever you apply. A PDF with a made-up code would fail it the moment someone tried the airline's website.
The Ministry's general visa page adds some context. It says a mission may ask for documents showing the purpose and length of your visit, giving "tickets" and hotel confirmations as examples, and that you may be asked about "the itinerary, means of transport, return trip".[5] So the flight document is there to prove a believable round trip, not a purchase.
Is a held reservation enough for Finland?
On the current lists, yes. This comparison lines up the wording with a practical verdict.

Our advice is simple. Keep your money until the visa is in your passport. The Qatar list says plainly that buying first is "not recommended", and nothing on the Indian list rewards an early purchase.
Where do you apply from India, and who else uses those centres?
VFS Global runs Finland's centres in New Delhi, Bengaluru, Chennai, Hyderabad, Kolkata and Mumbai, and all of them take short-stay Schengen applications from legal residents of India. They also accept Afghan and Sri Lankan citizens or long-stay residents who entered India legally.[4] Everyone, children included, attends in person.[4]
Neighbouring countries are handled by other missions. In Bangladesh, Sweden represents Finland at its embassy in Dhaka. In Pakistan, applicants go to the Dutch Embassy in Islamabad.[4]
Residents of India who are not Indian citizens need an Indian residence permit valid three months after leaving Schengen, unless they are permanent residents.[3]
Fees, payment and processing time from India
The VFS fee table lists €90, about INR 9,700, for applicants aged 12 and over, and €45, about INR 4,800, for children from 6 to 11. Children under 6 pay nothing. The VFS service fee is €20, or INR 2,151 including tax. You can pay at the centre by card, UPI or cash, and the rupee amounts move with the exchange rate.[4]
Processing is estimated at up to 15 working days for individuals, with weekends and both Finnish and Indian public holidays excluded. In high season the Embassy can stretch that to 30 days.[4] You cannot apply earlier than six months before the trip.[4]
Fifteen working days is three calendar weeks, often more. Picture a December trip to see the northern lights: we would aim to submit by the end of October, because Indian festivals and Finnish holidays both eat into the count.
Planning Lapland: domestic legs and the travel plan
Many Indian visitors combine Helsinki with Rovaniemi or another town in Lapland. Finnish checklists treat that inner journey as part of the itinerary. The India list wants a travel plan covering "all the destinations", and the Gulf lists name "domestic transport in Finland, if applicable".[3][6]
In practice that means three things on paper. First, the international round trip into and out of Finland. Second, the domestic flight or train north and back, reserved for the same dates as your hotels. Third, a short written plan, day by day, naming each town. When should Finland be the country you apply to?
File with Finland if it is the only Schengen country you visit, if it gets more of your nights than any other, or if it is the main reason for the journey. Equal nights? The VFS page says to apply where you first enter Schengen.[4][1]
Say you plan six nights in Finland and a three-night ferry hop to Tallinn and Stockholm. Finland leads clearly. What should a Finland flight reservation contain?
- Your full name as it appears on the passport data page, for each person travelling.
- A round trip into and out of Schengen, from the country you are applying in.
- Every extra stop: other Schengen states and any non-Schengen country on the way, as the India list asks.[3]
- A PNR that works online. Qatar requires it, and it is good practice everywhere.[7]
- Dates that agree with the leave letter. The Indian list wants "approval of absence with exact dates of the leave".[3]
- Insurance across the whole trip. The Indian list asks for €30,000 cover and adds that the policy "must reflect coverage for COVID-19".[3]
- Accommodation for every night in Schengen. If a stay is not yet booked, our hotel booking for visa can fill it.
Putting the Finnish file together, in order
- Pick the right checklist on finlandvisa.fi. The portal asks you to choose it yourself by main purpose of travel.[3]
- Fill in the application on the same portal and print it.[5]
- Book a VFS slot at one of the six Indian centres.
- Write the day-by-day plan and decide on any Lapland legs.
- Order the flight reservation close to the slot, ideally within the last few days, so it is current when the Embassy reads it. The hold period appears before payment on our booking page.
- Test the PNR on the airline's site. Our checklist for verifying a reservation before you submit shows the steps.
- Bring originals and copies. Finland wants the originals shown and copies handed in.[3]
When the visa arrives, buy a real fare that falls inside its dates.
Small things that trip up Finnish applications
- Leaving out a non-Schengen stop, such as a night in Istanbul or Dubai on the way, when the India list asks for third countries too.[3]
- A Rovaniemi hotel without a way to get there. Add the domestic leg.
- An insurance policy silent on COVID-19, which the Indian list specifically mentions.[3]
- Documents in Hindi or Arabic without translation. Finland accepts English, Finnish or Swedish.[3]
- Old passports left at home. The India list asks for previous passports carrying Schengen visas from the last 59 months.[3]
- A hold that has expired by decision day. The Gulf lists say accommodation bookings must stay valid through the whole procedure; treat flights the same way.[6]
Check-in and the Finnish border
Once the visa is issued, you travel on a paid ticket like anyone else. The airline checks your passport and visa at the counter. At the Schengen border in Helsinki or wherever you land, officers can ask about your stay and must be satisfied that you have enough money for it and for going home.[10] Keep the return ticket, hotel confirmations and insurance with you, either printed or on your phone.
Will the Finnish mission check the booking?
The Ministry does not say how often it checks, but the Qatar list makes verification an explicit requirement.[7] Our reservations are real airline bookings, so the PNR opens on the carrier's own site with your surname. Fabricated paperwork is another story; Article 32 of the Visa Code allows refusal where documents are false.[2] The mission can also ask for more papers or call you for an interview, which the portal states for applicants in India and Qatar.[3][7]
Applying for Finland from the UAE, Qatar or Saudi Arabia
From the UAE, the Embassy of Finland in Abu Dhabi decides, and VFS returns processed passports to the centre where you applied.[11] The UAE list asks for an original UAE ID valid three months after you leave Schengen, an employer letter "not more than one month old", and original, bank-stamped statements for three months.[6]
In Qatar, non-Qatari applicants need a residence permit valid three months past the date they leave Schengen, and the flight line carries the PNR rule quoted above.[7] In Saudi Arabia, the joint list asks non-Saudi residents for an iqama valid three months after return and an exit and re-entry visa, and VFS lists a visa fee of 255 SAR plus a 129 SAR service charge.[8]

Finland visa and flight bookings: FAQ
Will Finland take a reservation in place of a bought ticket?
It will, on the current lists. The checklist for applicants in India asks for flight reservations, including the round trip and any other Schengen or third countries on the route. The Qatar list adds that buying tickets before a decision is not recommended. A held reservation with a live PNR fits both, though the Finnish mission still makes the final decision.
Where can I see the official Finnish checklist?
On finlandvisa.fi, the Ministry for Foreign Affairs portal. Choose the country where you will submit, then pick the checklist that matches your main purpose of travel. The Ministry says you can view the required documents without logging in, and VFS links to the same portal.
Do I have to show the domestic flight to Rovaniemi?
The Gulf checklists ask for domestic transport in Finland where it applies, and the Indian list wants a travel plan covering every destination. If Lapland is on your route, include the flight or train north and back so your hotel nights and itinerary make sense to the officer.
How long does a Finland visa take from India?
VFS gives an estimate of up to 15 working days for individual applicants, not counting weekends or Finnish and Indian holidays. During high season the Embassy may need up to 30 days. Apply well ahead, and no earlier than six months before travel.
I live in Riyadh. Who decides my Finland visa?
Applications in Saudi Arabia use a joint Sweden and Finland checklist, and VFS states that the Embassy of Sweden assesses and decides all visa applications there. The flight line asks for a flight ticket or reservation including the return flight and the reservation number.
How close to the appointment should I order it?
Within the final few days before you visit VFS. Ours hold for as long as two weeks, while the carrier fixes the precise expiry. Ordering much earlier risks the hold lapsing while the Embassy is still working through its 15-day estimate.
