Lebanon's visa rules are written by the General Directorate of General Security, and they sort travellers by nationality in a way that surprises many Indian applicants. Indian passport holders do not get the free tourist visa on arrival that Western visitors receive. They need a visa approved in advance. This guide explains that process from the official General Security pages, shows the exact flight wording General Security uses for the nationalities where it publishes one, and is plain about what a held reservation can and cannot do here.

Official advisories: in guidance dated 10 August 2026, Britain's FCDO tells people not to go to southern Beirut and its suburbs (except the airport route), the South and Nabatiyeh governorates, parts of the Beqaa, Baalbek-Hermel and Akkar, and Palestinian refugee camps, and against all but essential travel to further areas. It says Beirut airport "is open and operational".[3] On 1 March 2026 the Embassy of India in Beirut advised Indian nationals to "avoid unnecessary travel".[5] Check both before you plan dates.
Do Indians need a visa for Lebanon?
Yes, and it has to be arranged before you fly. General Security's visa rules list India under its "Seventh Article", headed as entry of citizens from countries exporting workers, alongside Bangladesh, Sri Lanka, Pakistan, the Philippines and others. For this group, the rule is short: "The interested party should receive a previous authorization emitted by the general security".[1]
Compare that with the list in the "Second Article", which includes the UK, the US, Australia, Japan, Malaysia, Singapore and much of Europe. Their citizens get a free one-month visa on arrival, extendable to three months.[1] GOV.UK confirms that British citizens can normally get a free visa on arrival at Beirut airport.[4] If you hold one of those passports, most of this guide is not about you.
Gulf nationals are treated differently again: citizens of the GCC states and Jordan get free entry stamps of six or three months.[1]
How does the pre-approval work?
General Security published a mechanism for nationals of what it calls labour-sending countries. Lebanese missions abroad, and India is named first, submit "nominal lists" of visa applicants to General Security, which approves them within 72 hours.[2] In practice that means your file goes through the Embassy of Lebanon serving your place of residence; the embassy decides what supporting documents it wants.
The same notice has a warning worth reading twice. If you arrive with a visa issued by a Lebanese mission and it has not been registered in the electronic system, you will not be let in unless the passport office confirms it. If that is not done within a week of issue, "the traveler shall be returned on the same flight".[2] So do not book your real flights for the day after your visa is stamped. Leave a margin, and ask the embassy to confirm registration if you are unsure.
The exception for Indian professionals in the Gulf
This is the one most Indian travellers miss. General Security's "Fifth Article" covers business people, directors, CEOs, doctors, engineers, lawyers and others who hold a residence permit valid in any GCC country. They are granted a visa of 11 months at the airport or any border post.[1] A spouse and children who do not have their own valid GCC residence permit are treated according to their own situation and nationality, so a family may need different routes.
Say you are an Indian engineer living in Dubai with a valid UAE residence visa, flying to Beirut for a week. Under the Fifth Article you may qualify at the airport. Your wife and children are assessed on their own situation and nationality, and your mother visiting from Kochi would follow the standard Indian route. Before you book, confirm with General Security or the Lebanese mission in your Gulf country that your profession and permit qualify, because the article lists professions and ends with "and others", which leaves room for interpretation. What does General Security say about flight tickets?
For Indian applicants, nothing published. The Seventh Article simply requires prior authorisation. But General Security does set flight conditions for other groups, and the wording shows what Lebanese officials consider a return plan.[1]
- Eighth Article (tourists from several Arab and African states): "A round trip airline ticket", plus a hotel reservation or address and phone number, and "a sum of money equivalent to 2000 USD" or a certified cheque. Holders of a visa issued abroad are exempt.
- Second Article, section two (women aged 17 to 45 from a listed group of countries): "A non-refundable round trip airline ticket", plus a hotel reservation or clear address.
Neither applies to Indian passport holders directly. They matter because they show General Security, where it does set a flight rule, talks about a ticket, and in one case explicitly a non-refundable one. A held reservation would not meet that second condition, and we would not suggest otherwise.
Our honest view: for an Indian pre-approval application, ask the Lebanese embassy what it wants for travel. If it asks for a flight itinerary or reservation, a verifiable reservation with a live PNR fits. Where the words are "confirmed" or "paid", get a refundable fare instead. When you travel, carry your real paid return booking; that is what an officer at Beirut will expect to see.

Reservation, refundable fare or paid ticket: which suits a Lebanon file?
Pick the flight document to match the words in front of you. Here is how the three options line up against the wording you might meet.

For most Indian applicants the first or last row applies, and a reservation is a sensible, low-cost way to show your dates while the visa is pending.
What to put in an Indian application file
General Security does not publish a document list for the Indian route, and we did not find one on an official Lebanese embassy page we could read. The list below is our practical suggestion, clearly not an official checklist. Confirm with the embassy.
- Passport with enough validity; GOV.UK suggests at least three months from entry for British visitors.[4]
- Flight plan showing arrival in Beirut and your return, with dates matching the rest of the file.
- Hotel booking or a host's address and phone number, which General Security asks for on other routes.
- Bank statements showing you can pay for the visit.
- Employment or business letter explaining the trip and your return.
- Invitation letter if you are visiting family, a conference or a business contact.
What happens when you land in Beirut?
General Security officers at Beirut airport check your passport and visa or entry eligibility. GOV.UK adds two details that catch people out. First, Lebanese immigration checks every arrival against a database of people wanted for or convicted of offences in Lebanon, and someone with a matching name may be delayed; carrying documents such as a birth certificate can help. Second, a passport with an Israeli stamp may lead to refusal of entry "even if you hold a valid Lebanese visa".[4] If you have travelled to Israel, read our Israel visa guide and plan the order of your trips carefully.
Overstaying is fined, and GOV.UK says the fine is paid in Lebanese currency at the airport before security screening.[4] Book a return date that sits inside the stay you were granted.
Airline check-in on flights to Beirut
Before boarding, the airline checks that you can enter Lebanon. For an Indian passport that means a visa that is already approved, or, under the Fifth Article, proof of your GCC residence and profession. A held reservation will not help at this stage; your paid return or onward booking and your visa will. Mistakes to avoid on a Lebanon trip
- Assuming visa on arrival applies to Indians. It applies to the Second Article list, which excludes India.
- Flying the day the visa is issued before it is registered in the system.
- Taking the whole family on one person's Fifth Article eligibility.
- An Israeli stamp in the passport you plan to use.
- Describing a reservation as a ticket, or using one where "non-refundable ticket" is written.
- Ignoring current advisories and finding your insurance does not cover you.
When to book your reservation
Carriers keep such holds alive for two weeks at most, each to its own rule. Because the Lebanese process involves a mission sending your name to Beirut, book the reservation just before you hand in the application, not when you first start collecting documents. How to get a reservation and what it costs
For Beirut trips we create a held booking with its own PNR, which the embassy or you can look up on the carrier's website by typing the code and surname. Since no fare has been bought, it shows intent only and will never work as a flight ticket.

Is a Lebanese visa on arrival open to Indian tourists?
Not as tourists from India. General Security lists India among countries whose nationals need prior authorisation. The exception is the Fifth Article: business people, directors, doctors, engineers, lawyers and others holding a valid GCC residence permit can get an 11-month visa at the airport. Confirm your eligibility before you fly.
Does Lebanon require a return ticket?
For Indian applicants General Security publishes no flight rule. For some other nationalities it requires a round trip airline ticket, and in one case a non-refundable one. Ask the Lebanese embassy handling your file what it wants, and carry your paid return booking when you travel.
Is a flight reservation accepted for a Lebanon visa?
It depends on what the embassy asks for. A verifiable reservation fits a request for an itinerary or flight plan. It does not meet wording such as "non-refundable round trip airline ticket". If the embassy uses ticket wording, buy a refundable fare and keep the receipt.
How long does Lebanese pre-approval take?
General Security says it approves name lists sent by Lebanese missions within 72 hours. That is the General Security step only; the embassy's own handling time comes on top. Also allow time for the visa to be registered in the electronic system before you fly.
Can I enter Lebanon with an Israeli stamp?
GOV.UK warns that you may be refused entry if your passport contains an Israeli stamp, even with a valid visa. If you have visited Israel, speak to the Lebanese embassy before applying and consider the order of your trips.
What lifespan does a held booking have?
No more than fourteen days, and the operating airline settles the precise span. Order it right before the embassy appointment. If anybody looks once it has expired, a replacement on those dates is quick.
Is it safe to travel to Lebanon now?
Read the official advice. The UK FCDO advises against all travel to several areas, including southern Beirut, and the Embassy of India in Beirut advised Indians in March 2026 to avoid unnecessary travel. Both are linked below. Check whether your insurer covers trips against official advice.
