Investors often ask us for a "golden visa ticket" before they have even chosen a programme. Here is the honest picture. The residence routes themselves are paperwork about money, property, police records and insurance. Flights appear only at the edges: on the short visit visa that gets you into the country to sign papers or give fingerprints, and at the airline counter when you fly in. This guide walks through the UAE, Portugal and Greece using the governments' own pages, says plainly where no flight document is asked for, and shows the few points where a reservation genuinely earns its place in your file.

Does a golden visa application need a flight ticket?
Usually not, whatever an agent may claim. We read the UAE government portal, ICP's golden residency page, AIMA's ARI checklists and the Greek Ministry of Migration's golden visa list. None of them names a flight reservation or a paid ticket as a document for the residence application itself.[1][2][5][6]
What they do care about is how you are in the country when you apply. Portugal wants proof that you entered and are staying legally. Greece wants the visa or exemption you came in on. The UAE route runs through an online platform, but you still have to land somewhere for biometrics, a medical test or a property transfer. So the flight question moves one step earlier: to the visa you use to enter, and to the airline that carries you there.
Plain answer: do not add a flight reservation to an investor residence file unless a checklist or your lawyer asks for one. Where it does help is the short-stay visa you might need first, such as a Schengen visa for Portugal or Greece, or a visit visa for the UAE.
UAE Golden Visa: what the official pages list
The UAE portal describes the golden visa as a long-term, renewable residence visa valid for 5 or 10 years, with no sponsor required. Categories include investors, entrepreneurs, people with exceptional talent, outstanding students and frontline workers. For investors, the portal mentions a minimum capital of AED 2 million, or property, or a stake in a company paying at least AED 250,000 a year in tax. Property investors receive 5 years; public investment brings 10.[1]
ICP's own page says you apply through the authority's smart platforms, fill in the data, attach the required documents and pay online. It also mentions a multiple-entry permit offered to finish golden residency procedures.[2] We could not find the exact length of that permit on an official page in October 2026, so check the service card on the ICP app before you rely on any figure you have read in the press.
Nothing on either page asks for a flight. If you are already a UAE resident switching to a golden visa, there is no journey to prove at all. If you live abroad, the question is how you will enter while the application runs.
Entering the UAE as a visitor while the golden visa is processed
Many Indian investors first fly in on a tourist visa. GDRFA Dubai's single-entry tourist visa lists three conditions: a passport valid at least six months, UAE-valid medical insurance, and a ticket "to leave UAE" or to continue onward.[3] That last line is where a reservation can matter. A sponsor, hotel or travel agent applying on your behalf may ask to see a return booking. An honest opinion: if you already know your property transfer date, just buy a flexible return. Investors tend to fly at short notice and change plans, and a fare you can move is often worth more than a held seat. A reservation suits the moment before dates are firm.
Portugal's ARI: what AIMA asks for
Portugal's residence permit for investment (Autorização de Residência para Investimento, or ARI) is now handled by AIMA. The rules changed in October 2023 under Law 56/2023, which AIMA's FAQ cites as the law that amended the ARI regime.[4] AIMA's checklist for the research-investment route states that the investment cannot be directed, even indirectly, at real estate.[5]
The general document list on that checklist is short and specific:[5]
- A valid passport or other travel document.
- "Comprovativo da entrada e permanência legal em Portugal": proof of legal entry and stay.
- Health cover, either through the national health service or internationally recognised insurance.
- A criminal record certificate, issued within three months and translated into Portuguese.
- A tax number, a signed declaration on the five-year investment commitment, tax and social security clearances, and the fee receipt.
There is no line for a flight reservation or a return ticket. What matters is that legal entry. For an Indian passport, that normally means a Schengen visa or a Portuguese national visa stamped in your passport and an entry stamp on arrival. Once you hold the permit, AIMA sets a presence rule: seven days in the first year and fourteen days in each following two-year period, and it may ask for proof when there is real doubt.[4] Boarding passes and passport stamps from real trips are the natural evidence there, not reservations.
The Schengen visa you may need to enter Portugal
If you need a short-stay visa to reach Portugal for your ARI steps, the Portuguese checklists in India want a roundtrip reservation carrying the traveller's name, and say a bought ticket earns no faster handling.[9] That is a clear case where a held reservation fits the wording. Greece golden visa: legal entry first
Greece grants a five-year residence permit to third-country nationals who invest in property. The government's document page for the listed-property route sets a minimum of €250,000 for listed buildings, a total fee of €2,016 (€2,000 for the permit plus €16 for the card) and a processing estimate of 50 to 60 days.[7] Other property routes have different thresholds by area, set out in the Migration Ministry's golden visa section.[6]
On entry, the same page is specific. You need a valid national visa, a residence permit from another Schengen state, or visa-free status, and if you came in on a national visa you must file before that visa expires.[7] The Ministry's main list covers photos, a certified passport copy, health insurance, notarial deeds and the land registry certificate. It does not mention flights.[6]
Where flights can enter the Greek story is the visa you enter on. The Greek Embassy in New Delhi's short-stay notice lists a "Flight reservation of return or round ticket".[10] GVCW's national D visa page for India sets out general documents such as a medical certificate, police clearance and a year of insurance; it mentions an air ticket reservation only for study visas.[11] If a consulate abroad asks you for travel bookings with an investor D visa, follow its list. What happened to Spain's golden visa?
It closed. Organic Law 1/2025 removed the investor visa articles from Law 14/2013, effective from 3 April 2025. Applications filed before that date continue under the old rules, and existing permits stay valid until they expire. New applicants must use Spain's ordinary residence routes.[8] If someone is still selling a "Spain golden visa package" with a flight booking thrown in, treat that as a warning sign.

When does a reservation actually help an investor?
Three situations come up again and again at our desk. None of them is the golden visa form itself.
The short-stay visa before the investment trip. Say you plan to visit Lisbon on 14 November to open a bank account and meet a fund manager. You hold an Indian passport, so you need a Schengen visa first, and Portugal's checklist asks for a roundtrip reservation in your name.[9] A verifiable reservation meets that line without tying up money on a fare you may need to change.
A UAE sponsor that wants dates. Some hotels and agents applying for your visit visa ask for a return booking because of the GDRFA condition about a ticket to leave.[3] Ask them first whether a reservation is acceptable. If they say they need an issued ticket, buy one.
A cover letter that describes your trip. Some advisers like to attach a planned itinerary to explain why you are travelling. A reservation can sit behind that letter, described accurately as a reservation.
And one situation where it does not help: landing. Airlines and border officers may ask how you are leaving if you arrive on a visit visa. How to prepare the travel side of an investor file
- Read the residence checklist first. Confirm with the authority (ICP, AIMA or the Greek Migration Ministry) that no travel document is required for the permit itself.
- Work out how you will enter. Note whether your passport needs a visit visa, a Schengen visa or a national visa for the trip where you give biometrics or sign documents.
- Read that visa's own checklist. Look for the exact flight wording: "reservation", "itinerary", "confirmed" or "ticket".
- Book a reservation only where the wording fits. Match names to the passport and dates to your cover letter and insurance.
- Check the PNR on the airline's site. Look it up under "Manage booking" using reference plus surname, ahead of submission.
- Buy your actual ticket after the visa is issued. Fly on dates inside the visa's validity, and keep boarding passes as evidence for any presence rule.
Mistakes we see with investor travel paperwork
- Adding a reservation to the residence file "just in case". It adds nothing and can confuse a reviewer about your plans.
- Calling a reservation a ticket. Describe it as a flight reservation in every letter and form.
- Using a reservation as proof of presence. Portugal's day-count rule is about actual time in the country, and only genuine travel records show that.
- Booking weeks ahead of a visa appointment. A hold may lapse before the officer looks at it.
- Trusting a package for a programme that has closed. Spain stopped issuing investor visas on 3 April 2025.[8]

Is a return ticket part of the UAE Golden Visa file?
No official document list we read asks for one. The UAE portal and ICP describe an online application with eligibility evidence, such as investment or property records, and a fee. A ticket question arises only if you enter as a visitor first, because GDRFA's tourist visa conditions include a ticket to continue your journey or leave the country.
Does Portugal's ARI checklist mention flights?
No. AIMA's general list asks for a valid passport, proof of legal entry and stay, health cover, a criminal record certificate, a tax number, declarations, clearances and the fee receipt. The proof of legal entry is usually your visa and entry stamp. A flight reservation is relevant only to the Schengen visa you may need to reach Portugal.
How do I enter Greece to apply for a golden visa?
The Greek government's document page says you need a valid national visa, a residence permit from another Schengen country, or visa-free status. If you entered on a national visa, file the residence application before that visa runs out. Indian passport holders therefore need a visa first, and its checklist, not the golden visa list, is where flight wording appears.
Can I still get a Spanish golden visa?
Not as a new applicant. Spain's government states that Organic Law 1/2025 abolished the investor visa with effect from 3 April 2025. Pending applications filed before then continue under the earlier rules, and existing holders keep their permits until expiry. New residents must look at Spain's ordinary residence options instead.
Will a flight reservation prove my days in Portugal for ARI renewal?
No. AIMA's rule is about time physically spent in Portugal: seven days in the first year and fourteen in each later two-year period. A reservation only shows a plan. Keep passport stamps, boarding passes and similar records from the trips you actually take, because those are what show you were there.
How long does your reservation stay valid?
As long as two weeks; each airline fixes its own period. So for investors we'd order it two or three days ahead of the consulate visit. Should that visit get rescheduled, order again for the revised dates instead of trusting the earlier hold.
Should an investor just buy a refundable ticket instead?
Often, yes, once dates are firm. Investors tend to travel for fixed meetings or transfers, and a flexible fare also works at check-in. A reservation makes most sense before the short-stay visa is decided, when the consulate asks for a reservation and you do not want money tied up in a fare you may have to change.
