Saudi Tourist e-Visa and Umrah: Documents and Flight Rules (2026)

Saudi Arabia works differently from the visa-centre countries in this series. For many travellers the tourist visa is an online, near-instant process with very few documents, and the official pages we read don't mention flight bookings at all. For Umrah, the route runs through the Nusuk platform and its authorised providers, who usually sell transport and accommodation as a package. This guide sets out who qualifies for which route, quotes what the Ministry of Foreign Affairs' KSA Visa platform and the Ministry of Hajj and Umrah actually say, and is frank about the gaps we could not verify.

Can Indian passport holders get a Saudi tourist e-visa?

Some can, some can't. The standard e-visa portal is open to citizens of 68 listed countries, from the UK and the US to Japan, Malaysia and Kazakhstan, and India is not on that list.^[3] But the KSA Visa platform, run for the Ministry of Foreign Affairs, opens the electronic visa to anyone who meets one of these conditions:^[1]

• Holders of visit visas for the Schengen area, the USA or the UK
• Permanent residents of the USA, the EU or the UK
• Residents of one of the Gulf Cooperation Council countries

So an Indian engineer in Dubai with a UAE residence permit, or a Bengaluru family who visited London last year on a UK visitor visa, can usually go the e-visa way. Visit Saudi confirms that GCC residents can apply for the tourist visa as an e-visa or through the embassy, and that holders of US, UK or Schengen tourist or business visas are eligible for a visa on arrival.^[4]

If none of those applies to you, Visit Saudi says "everyone is welcome to apply" and that the tourist visa can also be issued through the embassy.^[4] KSA Visa describes this as a visa through service centres, where they exist in your country, or through the Saudi embassy otherwise.^[1]

Which route applies to you?

What documents does the Saudi tourist visa ask for?

The KSA Visa tourism page is short. Its stated requirements are:^[1]

1. Applicants must be at least 18, unless accompanied by a legal guardian.
2. A valid passport with at least 6 months of validity remaining.
3. Sufficient funds to support yourself during the stay, including accommodation, food and transport.
4. Following Saudi laws and regulations during the visit.

The application steps add a headshot photograph and a completed online form, with fees paid online. The platform warns that errors in the form can slow processing, and that additional details or documents may be requested by email or through a visit to the embassy.^[1] Health insurance is bought as part of the application: Visit Saudi says the policy is issued along with the e-visa and is valid for one year.^[4]

If you are on the e-visa route because of another visa or residence permit, keep that document valid and with you. The platform's eligibility rests on it, so expect to upload it and to carry it when you travel.

What do the official pages say about flight tickets?

Nothing, on the pages we read. Neither the KSA Visa tourism requirements nor its Umrah requirements mention a flight reservation, return ticket or onward ticket.^[1][2] The Visit Saudi FAQ on eligibility, insurance and stay length doesn't either.^[4]

Two cautions before you read too much into that silence:

• The service centre or embassy route may differ. Most Indian passport holders living in India apply this way. We tried to read the current checklist used in India and could not retrieve it in October 2026, so we can't tell you its flight wording. Ask the centre before your appointment.
• Your airline can still check. Airlines check entry documents before boarding, using IATA's Timatic database.^[7] If the airline asks for a return or onward booking, that's their call.

Our view: if you are applying online and nothing in the form asks for flights, don't upload one just because a blog told you to. If your centre's list asks for a flight reservation, a verifiable held reservation fits that wording. If it asks for a confirmed or paid ticket, a reservation may not satisfy it, and you should buy a refundable fare instead.

Applying from the UAE, Qatar, Kuwait, Oman or Bahrain: what changes?

Quite a lot gets easier. If you live and work in another GCC country, KSA Visa treats you as eligible for the electronic tourist visa whatever your nationality.^[1] Visit Saudi also has an FAQ on whether family members of GCC residents can apply, which is worth reading if you're travelling with dependants.^[4]

A few practical points from the Gulf:

• Driving in. Many Gulf residents go by road. Visit Saudi has a separate FAQ on whether tourist visa holders can enter through land ports, so check it before you set off rather than at the border.^[4] A flight reservation obviously isn't relevant if you're driving.
• Short weekend trips. A one-year multiple-entry visa with 90 days of stay suits residents who pop over for Umrah or family visits several times a year.^[1]
• Your residence permit. Keep it valid for the whole trip. If it is close to renewal, sort that out first, because your e-visa eligibility rests on it.

Say you're an Indian nurse in Doha planning Umrah over a long weekend in March. You'd apply for the tourist e-visa as a GCC resident, book your Umrah permit in the Nusuk app for a time slot, and book a return flight Doha to Jeddah or Madinah. No visa centre visit, and on the pages we read, no flight document to upload.

Can you perform Umrah on a tourist visa?

Yes, outside the Hajj season. KSA Visa lists "Performing Umrah is permitted under this visa" among the tourist visa's activities, and says Hajj is not allowed on it.^[1] Visit Saudi adds that visitors may apply for Umrah or Ziyarah permits via the Nusuk platform.^[4] The Ministry of Hajj and Umrah says permits to perform Umrah, or to pray in Al-Rawdah Al-Sharifah, are booked through the Nusuk or Tawakkalna app.^[5]

So the order is: get the visa, then book your Umrah permit for a date and time in the app. Don't assume the visa alone gets you into the Haram for Umrah at any time you like.

What is the separate Umrah visa, and how does Nusuk work?

KSA Visa says the Umrah visit visa is "available for Muslims of all nationalities", throughout the year except the Hajj season, which it gives as 15 Dhul Qa'dah to 15 Dhul Hijjah. Its requirements: be 18 or older unless with a legal guardian, a passport valid for six months, and registration with Nusuk Umrah. It notes that women do not need a mahram to accompany them.^[2] Regular Umrah is arranged "through Nusuk and authorized agents".^[2]

The Ministry of Hajj and Umrah adds detail that matters for planning:^[5]

• Packages are compulsory through agents: an Umrah visa "cannot be issued by the external agent without service packages (accommodation – transport)".
• Timing: entry must be within three months of issue, and the stay "must not exceed thirty days, ending at the latest on 15 Dhu al-Qi'dah".
• Season: the Umrah season runs from 1 Muharram to 30 Dhu al-Qi'dah.
• Travel: Umrah visa holders may move between Makkah, Madinah and other cities during the permitted stay.

You'll notice the KSA Visa page shows a 90-day stay for the Umrah visa, while the Ministry's FAQ says thirty days.^[2][5] We can't tell you which applies to your visa. Go by the dates printed on the visa you are issued, and ask your Nusuk provider.

On flights: Nusuk Umrah is the Ministry's platform for booking Umrah through its authorised providers, and what a package contains depends on the provider you choose.^[6] If your package doesn't include flights and your provider wants to see your travel dates before issuing, a held reservation can show the dates you intend. If they need proof of a paid ticket, a reservation won't satisfy that.

Does Saudi immigration or the airline check a return ticket?

We could not find an official Saudi page that sets a return-ticket rule at immigration for tourist or Umrah visa holders. The visa pages focus on passport validity, funds, insurance and, for Umrah, Nusuk registration.^[1][2]

Airlines are the more likely check. They apply their own document rules through Timatic at check-in.^[7] If you fly one-way into Jeddah with plans to buy your return later, ask the airline in advance what they want to see. Honestly, for a short holiday or Umrah, most people simply book the return with the outbound, and that avoids the question entirely.
