Zambia is unusually direct about flights. Its Department of Immigration publishes a document list for each visit purpose, and for tourism one of the five items is a copy of a return air ticket. The same department states, separately, that non-residents flying in must hold valid return air tickets. So for Zambia the useful question is less "do I need a flight document?" and more "which one, and at which stage?" Here's what the official pages say, and how we'd handle it.
Zambia visa key facts
| Question | Zambia Department of Immigration |
|---|---|
| Indian passport | Listed under "Nationals requiring visa prior to travel": apply online and receive a letter of approval before travelling.[2] |
| UAE, Saudi, Qatar, Oman, Kuwait, Bahrain passports | All six appear on the list of nationals who do not need a visa.[3] |
| Tourism documents | Passport-size photo, passport copy, signed cover letter to the Director-General, hotel booking, copy of return air ticket.[1] |
| Rule on arrival by air | "All non-citizens and non- residents arriving in Zambia by air must be in possession of valid return air tickets."[4] |
| Passport | At least six months' validity from entry and three full blank pages.[4] |
| Visa fees (USD) | Single entry 50, double or multiple entry 80, transit 25, day tripper 10, KAZA 50, plus a small processing charge.[5] |
Do Indians need a visa for Zambia?
Yes, and it has to be sorted before you fly. Zambia sorts nationalities into three groups: visa-free, visa on arrival, and "visa prior to travel". India is in the third group, alongside Bangladesh, Nepal, Pakistan, Sri Lanka and the Philippines, among others.[2] For that group the department's wording is plain: the application is made online through the eServices portal, it needs advance clearance, and "the applicant must receive a letter of approval prior to his/her travel".[2][8]
That rules out turning up at Lusaka and paying at the desk. It also means your airline in Mumbai or Dubai is likely to want to see the approval letter at check-in, because carriers generally won't fly a passenger who needs a visa and has none.
Zambia did widen visa-free access in January 2025, adding 53 countries and bringing the total to 167. India was not among them.[7]
What is on the Zambia tourism visa list?
The department's page "Visa Requirements by Purpose of Visit" sets out short lists. These are the ones most travellers need:[1]
| Purpose | Documents listed | Flight item? |
|---|---|---|
| Tourism | Photo; passport copy; cover letter to the Director-General, signed; hotel booking | Copy of return air ticket |
| Ordinary visitor (staying with a host) | Photo; passport copy; host's signed cover letter with address and phone; host's NRC or permit; hotel booking optional | Copy of return air ticket |
| Business | Photo; passport copy; company cover letter; invitation; host company's certificate of incorporation | None listed |
| Transit (by land) | Photo; passport copy; signed cover letter. Valid up to 7 days | None listed |
| KAZA | Same as tourism | Copy of return air ticket |
Notice the format rule at the bottom of that page: documents must be uploaded as JPG, PNG or TIFF.[1] A PDF reservation needs to be saved as an image first. Take a clear screenshot of each page at full size, not a phone photo of a printout.
The cover letter is addressed to the Director-General and must be signed. Keep it short: who you are, why you are visiting, where you will stay, your dates in and out, and the flights that bring you in and take you home.
Will Zambia check your return ticket on arrival?
It can, and the rule is written down. The department's "Arriving & Departing Zambia" page says non-citizens and non-residents arriving by air "must be in possession of valid return air tickets", while those arriving by land or water must have enough funds for their stay and departure.[4] The page listing visa-free nationalities repeats the same requirement.[3]
GOV.UK's advice for British visitors to Zambia, who need no visa, also says you must be able to show valid return or onward tickets and enough money for the stay.[9] In other words, the return ticket is not just a visa-file formality. It is an entry condition that applies to everyone who flies in.
Reservation or paid return: what fits Zambia?
We'll be straight with you. The words on both official pages are "return air ticket" and "valid return air tickets". A held booking hasn't been paid for, it might fall short of both, and only the Zambian officer decides.
| Stage | Official wording | Held reservation | Paid return ticket |
|---|---|---|---|
| Online visa application (Indian passport) | "Copy of return air ticket"[1] | Shows the itinerary; the department may or may not accept it as the ticket | Meets the wording; money at risk if refused |
| Check-in for a Zambia flight | Airline's own document check | Airline decides | Meets it |
| Arrival at Lusaka or Livingstone | "Valid return air tickets"[4] | May not satisfy the officer | Meets it |
Our recommendation for Zambia is a two-step approach. Use a verifiable reservation for the visa application if you are not ready to pay for flights before knowing the result, and accept that the department may ask for more. Once the approval letter arrives, buy the real return ticket and carry that. If you would rather not take the risk at all, a refundable fare covers both stages.
Can Indians use the KAZA UNIVISA for Zambia and Zimbabwe?
Not on the department's current list. The KAZA UNIVISA costs US$50, covers multiple trips between Zambia and Zimbabwe for up to 30 days, and includes day trips to Botswana through Kazungula.[6] It is issued only at certain entry points: Kenneth Kaunda (Lusaka) and Harry Mwanga Nkumbula (Livingstone) airports, Victoria Falls and Kazungula borders on the Zambian side, and Harare and Victoria Falls airports plus the same borders in Zimbabwe.[6]
The page lists the nationalities eligible for it. The United Arab Emirates is on that list; India is not.[6] So an Indian visitor seeing the Falls from both sides needs a Zambian visa approved in advance and, separately, a Zimbabwean visa. Our Zimbabwe guide covers that side.
Gulf passports and Indians living in the Gulf
For Gulf citizens Zambia is easy: all six GCC states appear on the visa-free list, namely Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE.[3] The same page reminds visa-free travellers that arrival by air still requires valid return air tickets.[3]
For Indians based in any Gulf city, the passport decides. You still need the prior visa approval, applied for online, because Zambia's lists are by nationality. Your return flight should come back to your Gulf city, and your residence permit should run well past the trip. Our guide for Gulf-based Indians has more on that.
Routes into Zambia and transit on the way
Zambia's two main international airports are Kenneth Kaunda in Lusaka and Harry Mwanga Nkumbula in Livingstone, the gateway to Victoria Falls.[6] From India and the Gulf, journeys usually connect through Dubai, Addis Ababa, Nairobi or Johannesburg. We have airline-specific notes for Emirates, Ethiopian Airlines and Kenya Airways.
Two transit points to watch:
- Through Zambia by air. Passengers in direct air transit who stay within the airport do not need a Zambian transit visa and do not go through immigration.[4]
- Through a third country. If your connection is in South Africa or elsewhere, check that country's transit rules for Indian passports before booking. Our layover guide explains what to look for.
Leaving Zambia, every departing passenger other than direct air transit passes immigration.[4] GOV.UK notes an international departure tax of US$25, normally included in the air fare.[9]
Timing your Zambia application and flights
The department does not publish a processing time on the pages we read, so leave yourself a margin. We would apply several weeks before departure and hold off on non-refundable flights until the approval letter is in your inbox. The order that wastes the least money is: hotel booking that can be cancelled, verifiable flight reservation for the upload, approval, then the paid return ticket. If approval arrives close to your dates, a reservation booked earlier may have lapsed by the time you fly, which is one more reason to buy the real ticket for the journey itself.
Step by step: Zambia visa from India
Both appear on the tourism list.
Addressed to the Director-General, with dates in and out.
Including each page of the flight document.
Wait for the approval letter before you fly.
Plus the approval letter, for check-in and the arrival desk.
A cover letter that matches the flight document
The tourism list asks for a letter "addressed to the Director-General", signed by you.[1] It does not prescribe a format, so keep it to one page. Here is an illustrative outline, not an official template:
- Your full name, passport number and nationality.
- The purpose: tourism, with the places you will see (Lusaka, Livingstone, a lodge in Lower Zambezi, for example).
- Arrival date, flight and airport; departure date, flight and airport.
- Where you will stay each night, matching the hotel booking.
- How you will pay for the trip, and that you will leave before your visa expires.
Point 3 is where most mismatches creep in. If the letter says you land on the 12th and the flight document shows the 13th because of an overnight connection, explain that in a sentence. Officers read dates closely when the list itself names the return ticket.
Entering Zambia overland instead of by air
The return-air-ticket rule is written for air arrivals. For land and water crossings, the department's wording changes: those travellers "must have enough funds for their stay in and departure from Zambia".[4] If you come in from Zimbabwe over the Victoria Falls bridge, or from Botswana at Kazungula, expect questions about money and onward plans rather than a ticket check.
Two details from the fee table and visa list also matter at land borders. A transit visa, for people crossing Zambia by road, is valid for up to seven days and costs US$25. A "day tripper" visa appears in the fee table at US$10; the department does not say on that page who may use it, so ask at the border before relying on it.[1][5] For Indian passports, any of these still sits inside the "visa prior to travel" rule.[2]
What your Zambia flight document should show
- Your surname and given names as they appear in the passport.
- Arrival into Lusaka or Livingstone and a return flight out of Zambia.
- Dates consistent with your hotel booking and cover letter.
- An airline booking reference that opens online; see how to verify before submitting.
Please avoid: generator PDFs with made-up booking codes. Zambia's minister has said the country is bringing in advance passenger screening to identify inadmissible travellers before they board.[7] A document that doesn't match an airline record is a bad idea anywhere, and worse here.
Our Zambia reservations: price and delivery
What we provide is a held booking under your name, with a working PNR, for example Mumbai to Lusaka and back via Dubai, or Doha to Livingstone. It can be checked on the airline's website. Nobody can board with it, because it has not been paid for as a ticket.
Each price is per traveller, one way or return. Multi-city routings cost per pair of legs, as shown on our pricing page. Razorpay takes the payment (UPI, card, netbanking) and the document normally follows in ten minutes or so. Holds last up to two weeks at the airline's discretion, so book shortly before applying. We also provide hotel bookings; for the general picture see flight reservation for visa.

Frequently asked questions
Can Indians get a visa on arrival in Zambia?
No. India is on Zambia's list of nationalities that must apply online and receive a letter of approval before travelling. Visa on arrival is for a different group of countries. Plan for the online application well ahead of your flight and keep the approval letter with your passport.
Does Zambia require a return ticket for a tourist visa?
Yes. The Department of Immigration's tourism list includes a "copy of return air ticket", alongside a hotel booking, a signed cover letter, a passport copy and a photo. The department also says all non-residents arriving by air must hold valid return air tickets.
Will a flight reservation be accepted for the Zambia visa?
The department asks for a return air ticket, and we cannot promise it will treat a reservation as one. Many applicants upload a verifiable reservation to avoid paying before approval; if the department asks for more, buy a refundable ticket. For arrival, carry a paid return.
How much is a Zambia visa?
The department's fee table lists US$50 for single entry, US$80 for double or multiple entry, US$25 for transit, US$10 for a day tripper and US$50 for KAZA, each with a small processing charge. Check the table before paying, as fees are revised by statutory instrument.
I'm an Indian living in Dubai. Do I still need a Zambian visa?
Yes. Zambia decides by nationality, so your Indian passport needs prior approval even though UAE citizens travel visa-free. Apply online, show a return flight to the UAE, and make sure your residence permit stays valid well beyond the trip.
Can I visit Victoria Falls from both sides on one visa?
Only with the KAZA UNIVISA, and Indian passports are not on its eligibility list. You need a Zambian visa approved in advance and a separate Zimbabwean visa. Gulf nationals should check the list: the UAE is eligible.
What passport validity does Zambia need?
Six months of passport validity counted from your entry date, with three full blank pages, according to the Department of Immigration's arrivals page. Renew early if you are close to either limit.
