Singapore is one of the easier visas an Indian traveller will ever apply for. The form is short, the decision usually comes within a few working days, and the official list of documents fits on a postcard. The flight question is where people get confused, so this guide puts the official wording side by side: what you need to apply, and what you need to land. They are not the same thing, and mixing them up is how people end up buying tickets they did not need, or turning up at check-in with the wrong paperwork.
Singapore tourist visa: key facts
| Question | Official answer |
|---|---|
| Do Indian passport holders need a visa? | Yes. ICA lists India among the countries whose nationals need a valid Singapore entry visa.[2] |
| Where do Indians apply? | Through an authorised visa agent appointed by the Singapore mission, at a Singapore overseas mission, or online through a local contact or strategic partner. ICA does not take visa applications at immigration counters.[2][3][4] |
| Core documents | Signed Form 14A, a recent colour photo, and a copy of your passport data page valid at least six months from entry.[3] |
| Do you need a flight ticket to apply? | No. The High Commission in New Delhi says applicants "are not required to buy a flight ticket before applying".[4] |
| What is checked on arrival? | Passport valid six months, SG Arrival Card, enough cash, and proof of onward travel.[1] |
| Processing time | ICA: within three working days, excluding the day of submission. New Delhi High Commission: generally 3 to 5 working days.[3][4] |
| Fees | INR 2,100 processing fee via agents in India, plus an agent service fee of up to Rs 1,300. ICA's online route lists S$30.[3][4] |
Who needs a Singapore visa?
If you hold an ordinary Indian passport, you do. That is the answer for the main group reading this page, and ICA states it directly on its visa requirements page.[2] The same applies to a fixed list of other nationalities that ICA publishes on that page, so if you are not Indian, open the list and search for your country before you do anything else.
Many other passports, including most European ones, can visit without a visa for a short stay. Those travellers skip the application entirely but still face every arrival check described further down. A visa-free traveller who lands without proof of onward travel is in exactly the same position as a visa holder who does.
There is one middle path worth knowing about. Indian nationals passing through Singapore on the way to or from a third country may qualify for the Visa-Free Transit Facility, which allows up to 96 hours without a Singapore visa if you hold a valid visa or long-term pass for Australia, Canada, Germany, Japan, New Zealand, Switzerland, the UK or the USA, valid for at least one month from entry.[5] We cover its ticket rule separately below because it is much stricter.
What documents does the official checklist ask for?
The list is short. ICA's page for Indian nationals asks for three things:[3]
- Form 14A, "duly completed" and signed by you.
- A recent passport-sized colour photograph taken within the last three months. The High Commission in New Delhi asks for two photos, 35 mm wide by 45 mm high, with no border.[4]
- A photocopy of your passport biodata page, with the passport valid for at least six months from the date you enter Singapore.
Both official pages add that further documents, such as Form V39A (a Letter of Introduction from a Singapore contact), may be asked for case by case.[3][4] ICA also says documents in other languages need official translations, and that an incomplete file may not be accepted.
Notice what is missing: neither ICA nor the High Commission lists a flight ticket, a hotel booking or bank statements as a standard requirement. Authorised visa agents, however, are private companies, and some publish longer checklists of their own. Those agent lists were not something we could verify against an official page, so we won't quote them here. If your agent hands you a longer list, ask which items are theirs and which come from the mission. Supplying a tidy itinerary rarely hurts.

Do you need a flight ticket to apply for a Singapore visa?
No, and this is unusually clear. The Singapore High Commission in New Delhi writes that visa applicants "are not required to buy a flight ticket before applying for an entry visa".[4] It goes on to say that anyone who does buy one takes the risk if the visa is refused, or if it is approved with dates that don't match the booking.
So the honest position is simple. A paid ticket is not needed for the application. If you want something in the file that shows your planned dates, or your agent asks for an itinerary, a held flight reservation in your name does that job without putting money at risk. If neither the agent nor the mission asks, you can leave it out. We'd rather you spent ₹699 only when it actually helps.
Our view: for the Singapore visa itself, the strongest file is the official three items done properly. A reservation is optional support, not a requirement. Never describe it as a ticket in a cover letter.
What does Singapore check when you land?
Here the wording changes. ICA's page for foreign visitors says short-term travellers should have "sufficient cash and proof of onward travel (tickets, visas)" and should not overstay their visit pass.[1] It also requires every traveller except Singapore passport holders to carry a passport with at least six months' validity, and to submit the SG Arrival Card within three days before arrival, counting the arrival day. ICA warns that travellers who don't submit it may be refused entry.[1]
Two points matter for flights:
- The arrival rule talks about tickets. By the time you fly, you should hold the actual ticket out of Singapore, not a reservation made weeks earlier for a visa file. A held booking from your application may well have lapsed by then.
- The visa is not the length of your stay. The New Delhi page explains that visa validity is the window in which you may seek entry, while the length of stay is decided by ICA officers at the checkpoint.[4] A clear return or onward ticket helps that conversation.
Airlines usually check documents at check-in as well, because they carry the cost if a passenger is refused. Our guide on airline check-in versus immigration onward-ticket checks explains why the desk agent in Mumbai may ask the same question as the officer at Changi.
The 96-hour transit option: a stricter ticket rule
The Visa-Free Transit Facility is not a tourist visa. It is for people genuinely in transit. ICA's conditions for Indian nationals include that you may arrive by any mode of transport but must leave by air or sea, and that you "must have a valid onward air/ferry/cruise ticket departing Singapore within 96 hours".[5]
That says ticket, and it says valid. A held reservation is not a ticket, and we would not rely on one for this facility. If you are using the 96-hour transit, buy the onward flight. Extensions of stay are not allowed under the facility.[5] Our general transit visa guide covers other countries' versions of this rule.
Application versus arrival: what each stage asks for
| Stage | What the official source says about flights | Does a held reservation fit? |
|---|---|---|
| Visa application via an agent or mission (India) | Not required to buy a flight ticket before applying[4] | Yes, as optional supporting evidence of dates, or if the agent asks for an itinerary |
| Online application via a Singapore contact | Form 14A, photo, passport copy; no ticket listed[3] | Usually not needed; harmless if the contact wants your dates on file |
| Airline check-in | Airlines apply the destination's entry rules | Risky. Carry the real return or onward ticket |
| Arrival at Changi or another checkpoint | "Proof of onward travel (tickets, visas)"[1] | May not satisfy the officer. Buy the actual ticket once the visa is granted |
| 96-hour Visa-Free Transit | "Valid onward air/ferry/cruise ticket" within 96 hours[5] | No. A paid onward ticket is the safe choice |
When a held reservation makes sense, and when it doesn't
We sell flight reservations, so you should hear the limits from us first.
It makes sense when you want to show your planned travel dates in the visa file without paying for a fare you may have to cancel. Say your agent appointment is on 14 November and you hope to fly on 6 December. Fares can move a lot in three weeks, and the visa could come back with different dates. A reservation dated 6 to 11 December, booked a day or two before submission, shows the plan and costs ₹699.
It also makes sense if Singapore is one stop on a longer trip and you need to show the whole route to a different embassy, say a Schengen or Japan application, where Singapore is a stopover.
It does not make sense as your only proof of onward travel when you actually fly. Once the visa is issued, book the real ticket. The arrival rule speaks of tickets, and an airline agent who sees an unticketed booking can refuse to board you. It is also the wrong tool for the 96-hour transit facility, as explained above.
Please don't: submit a PDF from a "free ticket generator", edit an old ticket, or describe a reservation as a paid ticket. A booking reference that does not exist is easy to check on the airline website, and a false document is far worse than no flight document at all.
How to put a Singapore visa file together, step by step
- Check you need a visa. Indian passport: yes. Other passports: check ICA's list.[2]
- Check your passport. At least six months' validity from the date you plan to enter.[3]
- Pick your route. In India that normally means an authorised visa agent listed by the High Commission in New Delhi.[4]
- Fill in and sign Form 14A, and get photos to the 35 x 45 mm spec.
- Decide whether you want a reservation in the file. If yes, book it close to submission, with names exactly as in the passport.
- Submit and wait. Allow 3 to 5 working days, longer in busy periods.[4]
- Once approved, buy your real flights within the visa's validity, and fill in the SG Arrival Card within three days of arrival.[1]
Getting a verifiable reservation for a Singapore application
If you decide a reservation will help, ours comes with a live PNR you can open on the airline's "Manage booking" page using the booking reference and surname. It is a reservation, not a paid ticket, and you cannot fly on it.
Each price is per passenger, one way or return. A multi-city route is priced per pair of legs. You pay by UPI, card or netbanking through Razorpay, the PDF usually arrives in about 10 minutes, and you can follow your order on the tracking page. The hold window is shown before you pay, so check it against your appointment date. Full pricing is on the price page; before you hand anything in, run through how to verify a dummy ticket.
Want your Singapore dates on paper?
Held reservation in your name with a checkable PNR. ₹699 / $9 per traveller.
Singapore visa and flight ticket FAQ
Is a confirmed return ticket mandatory for a Singapore visa from India?
Not for the application. The Singapore High Commission in New Delhi says applicants are not required to buy a flight ticket before applying, and ICA's document list for Indian nationals is Form 14A, a photo and a passport copy. A confirmed ticket matters later, when you travel, because ICA expects visitors to carry proof of onward travel on arrival.
Can I show a flight reservation instead of a ticket when applying?
Yes, if you want dates in your file or your agent asks for an itinerary. The official pages do not demand any flight document for the application, so a held reservation is optional support. Describe it accurately as a reservation, book it close to submission, and check the PNR on the airline website before you hand it in.
Will immigration at Changi ask for my return ticket?
They can. ICA says short-term visitors should have sufficient cash and proof of onward travel, such as tickets or visas, and it is the officer at the checkpoint who decides how long you may stay. Carry the real return or onward ticket, printed or on your phone, along with your hotel details.
How long does a Singapore visa take for Indians?
ICA says applications are processed within three working days, not counting the day of submission, and that some take longer. The High Commission in New Delhi gives a general range of 3 to 5 working days, excluding weekends and public holidays. Apply well ahead of peak travel periods, and don't buy non-refundable flights before the decision.
What is the fee for a Singapore visa from India?
The New Delhi High Commission lists a non-refundable processing fee of INR 2,100 per application, and says authorised agents may charge a service fee of up to Rs 1,300 on top. ICA's own online route lists a S$30 processing fee. Fees can change, so confirm the amount with your agent on the day.
Can I transit Singapore without a visa on an Indian passport?
Possibly, under the 96-hour Visa-Free Transit Facility, if you hold a visa or long-term pass for Australia, Canada, Germany, Japan, New Zealand, Switzerland, the UK or the USA, valid at least one month from entry. You also need a valid onward air, ferry or cruise ticket leaving within 96 hours, so a held reservation is not enough here.
Do I need the SG Arrival Card if I already have a visa?
Yes. ICA requires all travellers to submit the SG Arrival Card within three days before arriving, including the day of arrival, and says those who don't may be denied entry. The visa and the arrival card are separate steps. Use ICA's official channel to file it rather than a paid third-party website.
